The Gulf Cooperation Council (GCC) Ministerial Council praised the State of Qatar for its role in mediating conflicts. Qatar hosted the signing of a declaration of principles between the Democratic Republic of the Congo and the Congo River Alliance “March 23 Movement” in Doha on July 19, 2025. This progress follows peace agreements between the Democratic Republic of the Congo and Rwanda.
The Council acknowledged Qatar, Egypt, and the United States for mediating a ceasefire agreement in the Gaza Strip, reflecting the importance of regional cooperation in maintaining peace and stability.
Collaboration With Japan And UN Cooperation
The Council discussed outcomes of a joint ministerial meeting with Japan, aiming to strengthen strategic partnerships and economic cooperation. They welcomed a United Nations General Assembly resolution supporting GCC cooperation with the UN, recognizing the GCC as a key regional partner in promoting international peace and security.
Gaza Crisis And Humanitarian Aid
Regarding Gaza, the Council strongly supported an immediate and unconditional ceasefire. It stressed the need to provide uninterrupted humanitarian aid and protect civilians under international law. The Council condemned all acts of violence, including displacement, targeting civilians, and destruction of hospitals, schools, and homes.
Qatar, Egypt, and the United States were commended for ongoing mediation to release hostages and ensure aid delivery. The Council also urged the international community to stop providing military support that worsens the crisis.
Support For Palestine And Two-State Solution
The GCC reaffirmed its support for a two-state solution, calling for the establishment of an independent Palestinian state on the 1967 borders with East Jerusalem as its capital. The Council praised international recognition of Palestine by multiple countries and encouraged all nations to formally recognize the state to achieve peace and end Israeli occupation.
The Council condemned Israeli actions in Hebron and the E1 area, including settlement expansion, attempts to impose sovereignty, and violations in Jerusalem, which undermine the peace process.
Syrian Situation And Security Support
The Council welcomed agreements to end the crisis in As Suwayda, Syria, emphasizing the need to maintain unity, security, and state sovereignty. It condemned attacks like the Mar Elias Church incident in Damascus and urged Syrians to work through dialogue and solidarity.
The GCC also condemned Israeli violations in Syria, including settlement expansion in the Golan Heights, calling for full withdrawal of Israeli forces and support for Syrian sovereignty.
Lebanese Stability And UN Cooperation
The Council welcomed Lebanon’s efforts to restrict weapon possession to the state, as per the Taif Agreement. It condemned ongoing Israeli attacks and praised US mediation efforts. The Council also supported the extension of UNIFIL’s mandate to protect peace in Lebanon and stressed cooperation between Lebanon and the UN.
Yemen Security And Humanitarian Concerns
The Council highlighted the importance of protecting maritime security and trade routes. It condemned the Houthi group for sinking cargo ships and releasing hazardous materials into the Red Sea. GCC members supported Yemeni government efforts to secure weapons and combat foreign interference while urging donor countries to provide humanitarian and development support to Yemen.
Iran Nuclear File And Regional Security
The Council stressed the importance of continued negotiations with Iran on its nuclear program, including all regional security concerns. Cooperation with the International Atomic Energy Agency (IAEA) and diplomatic efforts were emphasized to ensure adherence to international agreements, promoting regional and international security.
UAE Islands Sovereignty
The GCC reaffirmed the UAE’s full sovereignty over Greater Tunb, Lesser Tunb, and Abu Musa islands. Any actions or claims by Iran on these islands were deemed null and void. The Council called for direct negotiations or referral to the International Court of Justice to resolve disputes.
Iraq And Kuwait Maritime Issues
The Council highlighted the importance of adhering to international law and UN resolutions regarding maritime boundaries and navigation in Khor Abdullah. It urged Iraq to respect Kuwait’s sovereignty and cooperate in implementing agreements related to maritime security and border demarcation.
Al Durra Oil Field Ownership
The Council confirmed that the Al Durra oil field is fully within Kuwait’s maritime areas, with joint ownership with Saudi Arabia as per international law and bilateral agreements. Any claims by other parties were rejected, affirming the exclusive rights of Kuwait and Saudi Arabia over the field.
Combating Terrorism And Promoting Peace
The Council condemned terrorist attacks in the Central African Republic and Pakistan, expressing condolences to the victims’ families. GCC nations affirmed their commitment to supporting UN humanitarian missions and international efforts to achieve global peace and stability.
The GCC Ministerial Council emphasized dialogue, diplomacy, and cooperation across the region. From mediation in Gaza and the Democratic Republic of the Congo to supporting Palestine, Syria, Lebanon, Yemen, and addressing maritime and nuclear issues, the Council highlighted the importance of collective action for peace, security, and stability in the Middle East.
