Russia Accuses Telegram's Pavel Durov of Supporting Terrorist Activities

The Russian government has initiated legal proceedings against Pavel Durov, co-founder of Telegram, accusing him of "aiding terrorism" and has issued an international arrest warrant. The Federal Security Service (FSB) cited that the messaging app failed to eliminate content purportedly used for coordinating attacks within Russian borders.

This announcement was made public on Wednesday by the FSB.

FSB Claims Inadequate Content Moderation

The FSB alleges that Telegram has not acted to remove various channels, chats, and automated bots considered instrumental by Ukrainian intelligence and groups labeled as terrorist or extremist by Russia.

Authorities assert that this content facilitated activities such as sabotage, terrorist plots, mass killings, and cyber fraud.

These claims serve as the foundation for the criminal case against Durov.

International Arrest Warrant Issued

In conjunction with the charges, Russian officials have announced an international arrest warrant for Durov.

As of the announcement, there has been no public comment from either Durov or Telegram.

Increased Regulatory Pressure on Messaging Apps

This situation arises amid escalating efforts by the Russian government to regulate online communications and overshadow foreign digital platforms.

Alongside promoting the state-run MAX messaging service, authorities are amplifying restrictions on international apps, including Telegram and WhatsApp.

Experts have highlighted that MAX lacks end-to-end encryption and may share user data with authorities upon request.

Moreover, Russia has enforced limitations on global social media giants such as Facebook, Instagram, X, and YouTube.

Durov's Past Criticisms of Russian Governance

Pavel Durov, who was born in Russia but later acquired French and Emirati citizenship, co-founded Telegram in 2013 after departing from the Russian social media platform VKontakte.

He has previously rejected demands from Russian officials to hand over user data related to Ukrainian activists and accused the Kremlin of undermining privacy and free expression.

Ongoing Investigation in France

Aside from the actions taken by Russia, Durov is also under scrutiny in France for alleged failings in preventing criminal activities on Telegram and a lack of cooperation with law enforcement.
