New Guidelines on School Bullying in Singapore by 2027

By 2027, Singapore plans to roll out a comprehensive disciplinary framework across its schools in an effort to tackle bullying and misconduct more effectively. This initiative aims to maintain uniformity in school responses to these issues while still allowing for individual assessments.

As revealed by the Ministry of Education, incoming regulations will prescribe minimum punitive measures for serious infractions. First-time offenders could face up to three days of either detention or suspension, alongside potential adjustments to their conduct grades based on the situation's severity.

In specific scenarios, physical discipline, including caning, may be enforced, with first-time offenders receiving a single stroke and repeat offenders subjected to up to three. This policy seeks to deter negative behavior while fostering discipline in academic settings.

According to Education Minister Desmond Lee, this framework will set a universal standard for all educational institutions. However, schools will still have the latitude to evaluate each incident separately, taking into account aspects like age, maturity, mental health, and any special educational requirements.

The ministry emphasized that cases of bullying will be assessed based on intent, consequences, and repetitive actions, ensuring that disciplinary actions are both fair and appropriate. This approach aims to distinguish severe bullying from minor behavioral concerns.

In tandem with these stricter penalties, the government also plans to enhance reporting channels. A new online platform will enable students to directly report bullying cases, ensuring parents receive timely information and better communication during investigations.

This initiative comes in response to a spike in reported bullying incidents, with statistics indicating an uptick among both primary and secondary students. Authorities are optimistic that these new protocols will create a safer educational landscape, promoting cooperation between schools, parents, and the broader community.
