The Anwar Gargash Diplomatic Academy (AGDA) and the Emirates Centre for Strategic Studies and Research (ECSSR), together with key regional and global partners, hosted the fourth meeting of the Women, Peace and Security (WPS) Working Group for the Arab States region. The meeting took place from September 10 to 12 in Abu Dhabi. Over 20 women peace actors, policy experts, and practitioners from across the Arab region participated in the dialogue, sharing knowledge and experiences in peacebuilding.
Aligning Arab Priorities With Global Agenda
The primary goal of the meeting was to align Arab priorities with the global Women, Peace and Security agenda. With the 25th anniversary of the WPS agenda approaching at the United Nations in 2025, this regional gathering focused on ensuring that Arab women’s voices and experiences are central to shaping peace processes. The discussions also emphasized practical ways to strengthen the implementation of WPS in local and regional contexts.
Finalization of Regional White Policy Paper
A key outcome of the meeting was the finalization of a regional White Policy Paper. This important document was developed through consultations held throughout 2024 and 2025. The White Paper outlines shared priorities, identifies gaps, and offers practical recommendations to improve the implementation of WPS in the Arab region. It is scheduled to be presented at the United Nations Security Council Open Debate on Women, Peace and Security in October 2025.
Voices of Arab Women in Peacebuilding
Dr. Mohammed Al Dhaheri, Deputy Director General of AGDA, highlighted the significance of the meeting. He said, “This meeting ensured Arab women’s voices are central to peacebuilding efforts.” He added that the Arab region has valuable experiences and lessons that can contribute to global peace strategies. By bringing together regional insights, the meeting aims to develop more effective and lasting solutions for peace and security.
UAE as a Model for Women Empowerment
Dr. Ebtesam Al Teneiji, Advisor for Strategic Affairs at ECSSR, praised the UAE’s role in promoting women’s participation in peace and society. She said, “The region offers many positive examples of women empowerment in the field of peace, with the UAE standing out as a model in enabling women to play an active and constructive role within their society and beyond.” The meeting highlighted regional best practices and successful initiatives that support women’s leadership in peacebuilding.
Assessing the WPS Landscape
The White Paper provides a detailed assessment of WPS implementation in the Arab region. It identifies gaps, highlights areas needing urgent attention, and stresses the importance of locally relevant approaches. Special focus is given to the impact of conflict and occupation on women and girls, along with strategies to address their specific needs. By presenting these findings, the White Paper provides guidance for policymakers and peacebuilders in the region.
Importance of Regional Collaboration
Dr. Moez Doraid, Regional Director for UN Women in Arab States, emphasized the significance of the White Policy Paper. He said, “The adoption of this White Policy Paper is a landmark achievement for the Arab region. It reflects the voices of women peacebuilders and policy leaders who are charting a path toward more inclusive and locally grounded peace processes.” Regional collaboration was highlighted as a key factor in advancing WPS objectives.
Preparing for the 25th Anniversary
As the 25th anniversary of the WPS agenda approaches, the regional vision outlined in the White Paper will play an important role in informing global discussions. Dr. Doraid added, “This collective vision from the region will be essential in ensuring that commitments translate into real impact for women and girls affected by conflict.” The regional insights provide a roadmap for integrating local experiences into global peace strategies.
Women’s Leadership at the Center
Karma Ekmekji, Lead Advisor for the WPS Regional Hub at the Issam Fares Institute in Beirut, highlighted the importance of centering women’s leadership in peace efforts. She said, “By centring women’s leadership and forging regional partnerships, the WPS Regional Hub is working to ensure the Women, Peace and Security agenda remains dynamic, responsive and grounded in the realities of our region.” Women leaders play a crucial role in shaping practical solutions and strengthening peacebuilding initiatives.
Regional Priorities and Practical Recommendations
The White Paper provides clear recommendations for strengthening WPS implementation. These include enhancing women’s participation in peace negotiations, improving local support systems for women affected by conflict, and ensuring policies reflect the specific needs of girls and women. By addressing these priorities, the Arab region aims to make peacebuilding more inclusive and effective.
Engaging Policy Experts and Practitioners
Over 20 policy experts and practitioners contributed to the discussions. Their expertise and experience helped identify practical solutions to ongoing challenges in peace and security. By sharing their perspectives, participants ensured that the recommendations are grounded in real-world conditions and can be implemented effectively across the region.
Strengthening Arab Voices Globally
The meeting in Abu Dhabi emphasized the importance of projecting Arab women’s voices on the global stage. By preparing for the United Nations Security Council Open Debate, the participants ensured that the region’s priorities and perspectives will be represented internationally. This strengthens the role of Arab women in global peacebuilding efforts.
The fourth WPS Working Group meeting represents a significant step in promoting women’s participation in peace processes across the Arab region. By combining regional knowledge, practical recommendations, and strategic partnerships, the meeting sets the stage for more effective and inclusive peacebuilding efforts.
