Elections Canada has reported significant disruptions in the Nunavik region during the recent spring federal election, attributing the issues to inadequate planning and oversight. Consequently, several polling stations closed earlier than intended.
Following the April 28 election, it became evident that numerous residents were unable to cast their votes due to insufficient staffing at polling locations.
A newly released report highlights that the returning officer failed to formulate an effective plan and did not adequately engage local communities. Despite the plan's shortcomings, it received approval from Elections Canada headquarters.
The report indicates that outreach initiatives were not fully executed, thereby limiting local participation and complicating the delivery of voting services. Community leaders were not effectively consulted, resulting in significant difficulties in enlisting poll workers.
The inquiry revealed numerous critical gaps in electoral preparations, with management unaware of the escalating issues.
As a result, many residents in Nunavik faced limited or no access to voting services. Six communities had no advance voting options, while seven provided only limited services. On election day, two communities offered no voting opportunities, seven had partial access, and merely five had complete services.
Elections Canada has stated that the challenges faced in Nunavik reflect deeper systemic issues, and the agency aims to mitigate barriers for Indigenous voters. Approximately 90% of Nunavik's population is Inuit, with the majority speaking Inuktitut.
During a September visit to Kuujjuaq, Chief Electoral Officer Stéphane Perrault expressed regret to the Kativik Regional Government regarding the issues voters encountered.
Officials visited four northern villages, where local leaders expressed frustration over unclear voting services.
The report puts forth recommendations for enhanced community engagement, increased accountability from returning officers, and a clear process for escalating issues. It also proposes establishing specialized teams familiar with northern and Indigenous contexts to improve election planning efforts.
Elections Canada has committed to implementing these recommendations by the following spring.
