Liberal MP Steven Guilbeault has opted to resign from his position in the federal cabinet in light of the recently signed memorandum of understanding (MOU) with Alberta pertaining to the development of a new bitumen pipeline destined for the B.C. coast.
In his statement, Guilbeault, who has held roles as the minister of official languages and minister of Canadian identity and culture, expressed that his political journey was fueled by a desire to combat climate change and safeguard the environment. He mentioned, “I am among those who believe that environmental issues should always take precedence,” voicing his discontent with the MOU.
This MOU, signed by Prime Minister Mark Carney and Alberta Premier Danielle Smith, promises Ottawa’s backing for a pipeline that will transport one million barrels of oil each day from Alberta to a Pacific Coast export terminal, primarily aimed at Asian markets.
Guilbeault pointed out his environmental concerns regarding the suspension of federal oil and gas emission limits and the repealing of specific Clean Electricity Regulations that were part of his agenda as environment minister. He reaffirmed his commitment to addressing climate change and advocating for a sustainable future.
The memorandum stipulates that Alberta will raise its industrial carbon pricing from $95 to a baseline of $130 per tonne, with both jurisdictions recommitting to achieving net-zero emissions by 2050. However, critics warn that this agreement may accelerate traditional energy production.
Carney referred to the agreement as “co-operative federalism” and lauded Guilbeault’s contributions to the cabinet, recognizing differing opinions but emphasizing his importance as a Liberal representative. Guilbeault will still serve his Montreal riding in the House of Commons.
Alberta officials have expressed relief at Guilbeault's resignation, while federal Energy Minister Tim Hodgson acknowledged his commitment and previous achievements. Guilbeault, a former Greenpeace activist and co-founder of Équiterre, has consistently opposed pipeline initiatives, including the Trans Mountain expansion.
The political landscape is reacting to the resignation, with Green Party Leader Elizabeth May inviting Guilbeault to consider joining her party, emphasizing his dedication to climate issues as a potential point of collaboration.
