The United Arab Emirates (UAE) and the State of Qatar have taken an important step to build stronger ties in the field of labour and workforce development. On the sidelines of the 11th Meeting of the Committee of Labour Ministers of the Gulf Cooperation Council (GCC) in Kuwait City, both nations signed a Memorandum of Understanding (MoU).
The MoU was signed by Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation and Acting Minister of Higher Education and Scientific Research in the UAE, and Dr. Ali bin Smaikh Al Marri, Minister of Labour in Qatar. This agreement represents the shared vision of the two countries to work closely, exchange knowledge, and create better opportunities for their citizens and residents.
Purpose Of The Memorandum Of Understanding
The MoU is designed to improve cooperation between the UAE and Qatar in labour and human resources. It aligns with the decisions and recommendations of the GCC Labour Ministers Committee. The framework encourages the two nations to exchange expertise, strengthen coordination, and develop legislation that supports modern labour practices.
Both governments want to ensure their labour systems keep pace with international standards and meet the needs of their people. This partnership also highlights the strong relationship between the two brotherly countries, built on mutual respect and shared interests.
Supporting GCC Labour Ministers’ Goals
The signing of this MoU is part of the larger goals of the GCC Labour Ministers Committee, which seeks to create harmony in labour policies across all Gulf countries. The UAE and Qatar are showing leadership by adopting these shared goals and turning them into real action.
By working together, both countries will not only benefit themselves but also contribute to the wider collective progress of the GCC region.
Focus On Workforce Development
A key area of the MoU is developing national workforces. The UAE and Qatar will work on rehabilitation, training projects, and skills enhancement for their citizens. This means helping jobseekers build the right skills, making employment easier to access, and preparing workforces for future economic opportunities.
With the world rapidly changing due to technology, artificial intelligence, and digital transformation, these projects are vital to ensure that citizens of both countries are prepared for new industries and modern workplaces.
Improving Jobseeker Registration Systems
Another goal of the agreement is to develop better jobseeker registration systems. By sharing knowledge and experiences, the UAE and Qatar will create improved platforms for people looking for work.
These systems will help jobseekers register quickly, match them with the right opportunities, and ensure that both countries can better manage their labour markets. It will also make it easier for companies to find qualified candidates.
Strengthening Regional And International Dialogues
The MoU also strengthens two major regional initiatives: the Abu Dhabi Dialogue and the Doha Dialogue. Both dialogues aim to promote cooperation on labour migration and workforce mobility.
Through this agreement, the UAE and Qatar will play an even stronger role in ensuring safe, fair, and well-managed migration between Asia, Africa, and GCC countries. These efforts will improve the governance of migrant labour and ensure the protection of workers’ rights.
Exchanging Knowledge And Expertise
Knowledge sharing is at the heart of this MoU. Both sides have agreed to exchange experts, provide technical advice, and share best practices. This includes learning from each other’s experiences in developing labour policies and implementing successful workforce programs.
By doing this, both countries will avoid duplication of efforts and ensure that the best solutions are adopted across their systems. It will also help raise the overall quality of labour management in the region.
Sharing Data And Research
The UAE and Qatar will also exchange the latest information and statistical indicators related to labour markets. This includes reports, research papers, scientific publications, and even new legislation.
By sharing such data, both countries can gain deeper insights into their labour markets and make more informed decisions. Access to updated statistics will also help predict labour market needs, plan future workforce projects, and measure progress.
Participation In International Events
Another important aspect of the MoU is the joint participation in international seminars and conferences. The UAE and Qatar will support each other in attending and hosting major events related to labour and workforce development.
This participation will allow both countries to showcase their achievements on global platforms, learn from international experts, and bring back valuable experiences to improve their own systems.
Benefits For Both Nations
The MoU will benefit the UAE and Qatar in many ways. It will help build stronger and more skilled workforces, improve labour market policies, and promote economic growth. It will also make both countries more attractive to international businesses and investors, as they will see well-organised and fair labour systems in place.
On a social level, this agreement will support the welfare and dignity of workers, ensuring that they have access to opportunities, training, and safe working conditions. This is in line with both countries’ efforts to promote decent work and sustainable development.
Contribution To GCC Unity
Beyond individual benefits, the MoU also contributes to GCC unity. By cooperating closely, the UAE and Qatar are setting an example for other member states. Their initiative shows that when Gulf countries work together, they can achieve greater success, stability, and progress for the entire region.
This spirit of cooperation strengthens not only the GCC but also the position of the Arab world in the global economy.
A Step Toward Future Growth
The signing of the labour MoU between the UAE and Qatar is a significant step toward a more cooperative and modern labour system. It reflects the strong ties between the two nations and their shared commitment to building better futures for their citizens and residents.
By focusing on training, expertise exchange, governance of migration, and participation in international dialogues, the MoU ensures that both countries will remain at the forefront of labour market development in the region.
This agreement is not just a document—it is a roadmap for progress, growth, and shared prosperity. It symbolises how collaboration can bring about meaningful change, not only for the UAE and Qatar but for the entire GCC community.
