UAE and China Strengthen Audit and Oversight Partnership

Humaid Obaid Khalifa Obaid Abushibs, President of the UAE Accountability Authority, led an official delegation to China to enhance cooperation between the two countries in the fields of oversight, auditing, integrity, and anti-corruption. The visit marked an important step in expanding ties between the UAE and China in promoting transparency and good governance.

Strengthening Oversight and Transparency

During the visit, the UAE delegation held several high-level meetings with senior Chinese officials. Discussions focused on developing new mechanisms to investigate financial and administrative violations and strengthen institutional integrity. Both sides emphasized their shared commitment to transparency, accountability, and effective governance in public administration.

Meetings with Top Chinese Officials

Abushibs met with Liu Jinguo, Deputy Secretary of the Central Commission for Discipline Inspection (CCDI) and Vice Chairman of the National Supervisory Commission of China, as well as Fu Kui, Deputy Secretary of the CCDI and Vice Chairman of the same commission. The meetings reflected the strong mutual interest in building effective oversight systems that help prevent corruption and promote ethical government practices.

Signing of Strategic MoU on Auditing Cooperation

A key highlight of the visit was the signing of a strategic Memorandum of Understanding (MoU) between the UAE Accountability Authority and the National Audit Office of China. The MoU was signed during a meeting between Humaid Abushibs and Hou Kai, Auditor General of the National Audit Office of China. The agreement aims to create stronger cooperation in auditing and financial oversight between both nations.

Enhancing Technical Expertise and Training

The MoU includes plans for joint training programmes that will help build the skills and professional competencies of audit and oversight personnel in both countries. These programmes will promote the exchange of knowledge, experience, and technical expertise, particularly in auditing methods and advanced financial management systems. The two sides agreed to hold regular workshops and professional exchanges to enhance understanding of modern auditing standards.

Using Artificial Intelligence in Auditing

Both the UAE and China expressed interest in adopting advanced technologies and artificial intelligence (AI) in their auditing processes. The use of AI will help analyse financial and administrative data more efficiently, detect irregularities faster, and improve transparency in public finance management. This cooperation reflects the commitment of both nations to modernize their oversight systems in line with rapid economic and technological progress.

Framework for Long-Term Collaboration

The new MoU establishes a practical and long-term framework for collaboration between the two countries. It will focus on exchanging best practices in auditing, adopting advanced oversight tools, and developing integrated systems that support efficient financial governance. The cooperation will also promote digital transformation in the field of accountability and strengthen institutional resilience against financial crimes.

Shared Vision of Integrity and Good Governance

The agreement reflects the shared vision of the UAE and China to build advanced, transparent, and responsible public institutions. Both sides aim to ensure that oversight authorities play a strong role in safeguarding public funds, enhancing institutional performance, and promoting accountability in government operations. This shared approach supports sustainable development and fair management of national resources.

The signing of this MoU marks a new milestone in the broader partnership between the UAE and China. It goes beyond trade and investment, extending cooperation to governance, ethics, and institutional capacity-building. This initiative strengthens mutual trust and demonstrates both nations’ readiness to cooperate on key global challenges such as transparency, good governance, and anti-corruption efforts.
