The World Trade Organization (WTO) has encountered a major setback in shaping global trade policy, following a failed ministerial meeting in Cameroon. U.S. Trade Representative Jamieson Greer expressed disappointment over the lack of consensus among member nations, signaling that the WTO will have a limited role in future trade initiatives.
The Cameroon meeting ended in an impasse after Brazil and Turkey blocked the extension of the e-commerce moratorium, a 28-year agreement preventing tariffs on digital transmissions. Greer criticized the lack of commitment from some countries to adopt a broadly acceptable reform agenda, calling the outcome “disappointing.”
Despite this, Greer confirmed that the United States has secured commitments from dozens of countries, including most of its major trading partners, not to impose tariffs on U.S. digital exports. He emphasized that if the WTO cannot achieve these “commonsense” goals, the U.S. will collaborate directly with interested countries outside the WTO framework to safeguard its trade interests.
Greer, a key architect of former President Donald Trump’s multi-front tariff strategy, has previously expressed skepticism about the WTO’s effectiveness. The recent ministerial deadlock reinforces the U.S. stance that alternative bilateral and multilateral arrangements may be necessary to advance global trade objectives.
