Vietnam Proposes New Rules for National Scholarship Fund

Vietnam is moving forward with regulatory proposals for the creation and administration of a National Scholarship Fund, dedicated to assisting talented students and enhancing the nation's long-term educational development plan. The Ministry of Education and Training has prepared a draft decree for public feedback as part of its initiative to modernize Vietnam’s scholarship framework.

The ministry highlighted that the existing scholarship system is disjointed and primarily oriented towards providing temporary aid. Officials noted that there is no comprehensive national mechanism in place for the early identification of gifted students, nor a method for offering ongoing support and effectively coordinating scholarship resources across various educational levels.

The envisioned National Scholarship Fund aims to serve as a sustainable policy instrument for aiding students across all educational stages, from secondary schooling through to postgraduate studies. Authorities believe this fund will foster a well-structured and transparent scholarship environment, aiding in the development of high-caliber human resources critical for advancing the nation’s economic and technological ambitions.

According to the draft decree, the fund will function as a non-profit entity, possessing its own legal identity, official seal, and independent banking arrangements. Resource management will be conducted transparently and responsibly to ensure proper utilization of the scholarship funds.

The initial financial backing for the fund will come from the government budget, complemented by funds raised through donations, sponsorships, and contributions from both domestic and international entities, organizations, and individuals. This adaptable funding approach aims to encourage broader participation in educational advancements.

Additionally, the draft regulations aim to prevent overlaps between the National Scholarship Fund and existing state scholarship initiatives. Authorities clarified that educational support or financial assistance will not be awarded simultaneously through multiple governmental sources.

The fund is set to encompass five primary scholarship initiatives: talent development, overseas study opportunities, international collaboration, scholarships for foreign students in Vietnam, and financial aid for underprivileged or prioritized groups. The ministry emphasized that selection for scholarships will rely on transparent evaluative criteria focusing on academic achievement, growth potential, and student capabilities.

A notable feature of the proposed fund is its emphasis on long-term human capital investment, rather than merely offering transient academic incentives. The initiative seeks to support students throughout their educational journey while encouraging innovation, scientific advancements, digital progression, and enhancing national competitiveness.

The Ministry of Education and Training believes that the National Scholarship Fund could also elevate the international standing of Vietnamese education by attracting more foreign students and broadening global academic partnerships. Authorities are optimistic that this new framework will significantly enhance Vietnam’s educational landscape and equip professionals with the skills necessary for future growth.
