In a significant bilateral meeting on May 7, 2026, in Cebu, Philippines, the relationship between Vietnam and the Asian Development Bank (ADB) was further solidified. Vietnamese Prime Minister Le Minh Hung engaged with ADB President Masato Kanda on the sidelines of regional discussions, focusing on aspects such as development cooperation, infrastructure investments, climate initiatives, and future financial aid for the country's modernization endeavors.
Prime Minister Le Minh Hung expressed deep appreciation for the vital role the ADB has played throughout the years in Vietnam’s progress. He noted the bank’s contributions to infrastructure development, economic reform, and poverty alleviation efforts, asserting that concessional loans and development aid remain crucial as Vietnam embarks on a new phase of economic and social evolution.
The Prime Minister welcomed ADB's proactive approach in preparing the Country Partnership Strategy for the period of 2027-2031, viewing it as a testament to the bank's dedication to Vietnam's long-term development objectives. He reiterated the necessity of enhancing cooperation efficiency and ensuring that future projects are executed with greater ease and effectiveness.
During their discussions, Prime Minister Le Minh Hung urged ADB to collaborate closely with the Vietnamese government to address challenges related to project execution and funding processes. He called for more flexible and advantageous financial instruments that can adeptly cater to Vietnam's dynamically evolving economic landscape. Additionally, he highlighted the need for enhanced technical support and policy advisement in various strategic sectors.

The Prime Minister asked ADB to persist in supporting ASEAN cooperation efforts and the Greater Mekong Subregion program, particularly concerning energy, transportation infrastructure, and regional connectivity. Vietnam is confident that enhanced regional cooperation will foster economic integration and unlock new trade and investment prospects across Southeast Asia.
President Masato Kanda congratulated Prime Minister Le Minh Hung on his recent election and expressed gratitude for Vietnam's ongoing backing of the bank's regional endeavors. He reaffirmed ADB's role as a steadfast partner in Vietnam's journey of growth and modernization.
Kanda outlined that the upcoming Country Partnership Strategy will be rigorously aligned with Vietnam’s socio-economic goals and national priorities.
