BRICS Summit: Cai Qi Emerges as Key Figure in Xi Jinping’s India Visit

Chinese President Xi Jinping’s arrival in New Delhi for the 18th BRICS Leaders’ Summit has brought renewed attention to one of the most influential members of his delegation: Cai Qi. A senior member of China’s Communist Party leadership and one of Xi’s closest political allies, Cai is accompanying the Chinese president as Beijing and New Delhi seek to consolidate a cautious improvement in bilateral relations.Xi arrived in New Delhi on September 12 for the BRICS summit, marking his first visit to India in nearly seven years. His delegation includes Cai Qi and Chinese Foreign Minister Wang Yi. Xi is also scheduled to hold talks with Prime Minister Narendra Modi on the sidelines of the summit.

Who Is Cai Qi and Why Is He Important?

Cai Qi, 70, is a member of the seven-member Politburo Standing Committee, the highest decision-making body of the Communist Party of China. He also serves as director of the General Office of the CPC Central Committee, giving him an important role in coordinating the work of China’s top leadership.His political relationship with Xi Jinping goes back several decades. The two leaders worked in Fujian and Zhejiang, and Cai later rose through the Communist Party hierarchy to become one of Xi’s most trusted political associates. His presence in the India delegation therefore carries significance beyond his formal position.

Cai Qi’s Growing Influence Inside China

Cai’s responsibilities extend into political organisation, administration and ideological work. His role in the CPC Secretariat and the Central Committee General Office places him close to the centre of China's political decision-making process.His association with the Central Party School has also strengthened his influence over the training and political education of senior Communist Party officials. These responsibilities make Cai an important figure for understanding how Xi’s administration manages the Communist Party’s organisation and policy priorities.

Why Cai Qi’s Presence Matters for India

Cai’s participation comes at a sensitive moment in India-China relations. The two countries experienced a major deterioration in ties after the deadly 2020 Galwan Valley clash, which led to years of military and diplomatic tensions along their disputed Himalayan border.Relations have since shown signs of improvement. A disengagement agreement reached in October 2024 helped reduce military tensions at several points along the frontier, while diplomatic engagement, travel and economic contacts have gradually increased. However, significant differences remain, including the unresolved border dispute and concerns over trade and strategic security.

Modi-Xi Meeting Puts China-India Relations in Focus

Xi’s India visit provides an important opportunity for both countries to discuss their bilateral relationship while participating in the wider BRICS agenda. The two governments have continued discussions on the border issue, economic cooperation and measures aimed at stabilising relations.The presence of senior figures such as Cai Qi and Wang Yi indicates the importance Beijing attaches to the visit. For New Delhi, the summit provides an opportunity to maintain diplomatic engagement with China while protecting its strategic and economic interests.

BRICS Summit Gives India and China a Wider Diplomatic Platform

The 2026 BRICS summit is taking place against a complicated global backdrop, including conflicts in Europe and West Asia, trade tensions and debates over the future of global governance. The expanded BRICS grouping is also seeking greater cooperation in areas such as trade, investment, technology, energy and financial systems.Cai Qi’s presence will therefore be closely watched by diplomats and analysts. While his appearance does not by itself signal a major policy shift, it underlines the importance Beijing places on Xi’s engagement with India at a time when both sides are attempting to move from confrontation toward managed competition and greater dialogue.
