The Ajman Department of Finance recently held a dedicated workshop called “Financial Circular and Procedures for Preparing the Financial Plan and General Budget.” This event specifically targeted officials in charge of budget creation, human resource management, and project requirements across various governmental units in the emirate.
This workshop is part of the Department's consistent endeavors to enhance the government's financial framework and boost the effectiveness of budgetary planning in line with Ajman’s aspiration for a sustainable and advanced fiscal environment.
The primary goal of the session was to empower government professionals with essential skills for developing proactive financial strategies. These strategies are intended to optimize resource utilization while promoting enduring financial sustainability throughout the emirate.
The workshop revolved around three fundamental themes. A significant highlight was the “Programme and Performance Budgeting” method, which has been in practice in Ajman for almost 17 years. This method effectively aligns financial planning with strategic objectives, thereby ensuring better governance of fiscal resources.
In the segment focusing on sustainable development, attendees explored the evolution of the budgeting system since its inception in 2009. The session underscored its adaptability and capability to respond aptly to global economic shifts.
The capacity-building theme aimed at imparting practical knowledge to participants, fostering skilled professionals adept at producing precise financial plans that bolster government performance stability.
Attendees also engaged in hands-on training regarding the “Estidama” system, streamlining the process for governmental entities to enter financial data and oversee budget preparations with improved accuracy and quality.
Marwan Ahmed Al Ali, Director General of Ajman's Department of Finance, remarked that the workshop signifies the Department’s commitment to innovative and reliable financial resource management. He highlighted the necessity of collaboration and adaptability in achieving fiscal sustainability, thereby enhancing the quality of life in Ajman.
He further articulated the Department's focus on fostering a culture of sustainable budgeting while developing skilled finance professionals. This involves offering contemporary tools and knowledge to ensure budgeting reflects global best practices accurately.
Additionally, he pointed out the Department's initiatives to standardize financial guidelines and strengthen compliance with approved policies, contributing to better planning accuracy and execution across governmental sectors.
The outcomes anticipated from this workshop include enhancements in financial planning quality, narrowing discrepancies between projected and actual outcomes, and improved efficiency in government expenditure. Furthermore, it aims to refine financial decision-making and bolster Ajman's sustainable development and competitive edge globally.
This workshop is part of a broader array of training programs organized by the Department of Finance throughout the year, focused on elevating financial methodologies and supporting the objectives of Ajman Vision 2030.
