In Angeles City, a distressing scene unfolded as a nine-story building under construction collapsed shortly before dawn, leaving at least 21 individuals unaccounted for beneath the debris. The collapse followed a fierce thunderstorm that battered the area overnight.

Rescue teams have reported that they can hear voices from beneath the rubble, raising hopes of finding survivors. During the initial response, 24 construction workers managed to escape on their own or were successfully rescued. Several of those injured received immediate medical attention.

Emergency services, including police and firefighters, arrived on-site within minutes after the collapse. Over 100 personnel, equipped with both heavy machinery and search dogs, are involved in the perilous operation, meticulously sifting through the vast mounds of concrete and steel.

Officials have noted that the rescue efforts are fraught with danger due to the unstable condition of the site, with the possibility of further collapses. Public Works Secretary Vinzon Dizon emphasized the need for teams to exercise extreme caution while attempting to reach those trapped.

Most of the individuals reported missing are believed to be construction workers who were present when the building fell. Additionally, two civilians, including a Malaysian tourist, suffered injuries from debris that impacted nearby facilities.

While the exact cause of the collapse remains unknown, local officials are investigating any links to the severe weather, potential construction deficiencies, or other structural faults. Engineers and safety assessors have been dispatched to evaluate the situation further.

The incident has sent shockwaves through the Pampanga province and reignited discussions on building safety protocols, especially in rapidly evolving urban locales of the Philippines. Angeles City, situated north of Manila, has seen a surge in commercial and infrastructural development in recent years due to its closeness to the Clark Freeport Zone.

Rescue operations are set to continue throughout the night until all missing workers are accounted for. Families have gathered anxiously near the site, awaiting news as teams persist in their search for survivors.
