France Charts New Course in Africa at Kenya Summit

Emmanuel Macron's visit to Kenya for the Africa Forward Summit marks a pivotal moment as France unveils a new initiative aimed at forging a more equitable partnership with African nations. Taking place in Nairobi, this summit arrives at a critical time when France's influence in some West African nations is dwindling, prompting a reassessment of its political and military strategies across the continent.

Co-hosted by France and Kenya, the two-day summit features participation from over 30 African heads of state and officials. This marks France's inaugural major summit in an English-speaking African nation, reflecting Paris's intent to bolster relations with Anglophone countries. According to French officials, the newly developed approach emphasizes economic collaboration, innovation, trade, and defense partnerships rather than relying on traditional political dominance.

Historically, France wielded significant power over its former colonies through a framework known as “Françafrique,” encompassing military bases, political unions, and economic activities across West and Central Africa. However, an upsurge of criticism directed towards France's role from various African leaders and citizens has resulted in troop withdrawals from several territories. Countries in the Sahel have accused France of employing outdated methods in its engagements with Africa.

During his stay, President Macron acknowledged that while differences may arise between France and African officials, there will never be a rift with the people. French representatives emphasize that the revamped policy aims to cultivate partnerships grounded in mutual respect and shared interests. Additionally, France is keen to enhance ties with nations beyond its historic Francophone boundaries, especially as global competition intensifies in Africa, notably from China, Russia, and other powers.

A significant point of discussion at the summit is the newly ratified defense cooperation agreement between France and Kenya, signed in October 2025. This pact, now endorsed by the Kenyan parliament, facilitates collaboration on military training, intelligence sharing, and defense expeditions. Reports indicate that approximately 800 French soldiers arrived in Kenya prior to the summit to enhance defense operations between the two nations.

However, the agreement has drawn fire from civil rights organizations and activists within Kenya. Detractors contend that it grants excessive legal protections to foreign military personnel and restricts accountability under Kenyan law. Concerns arise from past defense arrangements, including those with the United Kingdom, which have sparked debates over crimes potentially committed by foreign soldiers in Kenya. Supporters argue that this cooperation will strengthen Kenya’s security and defense infrastructure.

Experts suggest the Africa Forward Summit is a crucial juncture for France as it seeks to recalibrate its role on the continent. With many African leaders advocating for enhanced sovereignty and reduced foreign military presence, France is endeavoring to transition towards diplomacy, trade, and strategic partnerships, moving away from direct influence. Observers indicate the success of this new strategy hinges on whether African nations perceive it as sincere cooperation or merely a rebranding of existing policies.
