A recent report from the BBC reveals a significant rise in Israeli military presence across southern Lebanon. Their observations detail new military positions and infrastructure established near the border, with many regions suffering from the aftermath of combat, airstrikes, and resultant destruction.
Visible Israeli Positions Near Naqoura
The report identifies Naqoura as a critical point demarcating Lebanese and Israeli-held territories. A Lebanese military checkpoint stands as a symbol of state authority, while Israeli flags and military installations appear prominently to the south. Entry into the Israeli-held regions remains highly restricted without proper authorization.
UNIFIL Facilitates Rare Access
Traveling as part of a humanitarian team with UNIFIL, the United Nations peacekeeping force, the BBC gained one of the few chances to enter Israeli-controlled territories in southern Lebanon. The report indicates that numerous villages have faced substantial destruction, and military actions persist despite a ceasefire declared in June.
New Bases Established by Israel
UNIFIL confirmed that the Israeli military has set up four new bases in the region, bringing the total to nine positions in the occupied territories. Reports noted various military logistics, including roads, vehicles, and personnel, actively utilized along the Lebanon-Israel border. Israeli Defence Minister Israel Katz mentioned that preparations are underway for a protracted military presence, aiming to create a security buffer against threats from Hezbollah.
Concerns Over Destruction and Displacement
The BBC's coverage showed significant destruction of infrastructure along the border. Human rights organizations have accused Israel of targeting civilian facilities, suggesting such actions could constitute war crimes. In response, Israel stated that its operations were aimed at sites utilized by Hezbollah for military objectives, affirming compliance with international law.
Additionally, a Lebanese intelligence source claimed that over 5,000 violations of the ceasefire by Israeli forces have been documented, including drone strikes and ground incursions. Such statistics, attributed to the Lebanese official, should be viewed with caution.
Complications in Ceasefire Agreements
Efforts to secure a lasting peace between Lebanon and Israel are closely tied to the current situation. A framework brokered by the US calls for Israeli withdrawals from select areas and the deployment of Lebanese army troops alongside the disarmament of Hezbollah.
However, considerable challenges persist. Hezbollah's refusal to disarm before complete Israeli pullout contrasts with Israel's stipulations for action against Hezbollah prior to any withdrawal. The Lebanese government also grapples with the delicate balance of addressing these issues without inciting further discord.
