Saudi Arabia Moves to Modernize Tourism Rules
Saudi Arabia’s Ministry of Tourism has announced updates to four major regulations governing tourism activities across the Kingdom. The changes cover travel and tourism services, tourist guiding, hospitality facilities and private hospitality units, as the country continues to strengthen its tourism sector and improve the experience for visitors.The updated regulations are designed to create a more flexible and efficient regulatory environment while keeping pace with the rapid development of Saudi Arabia’s tourism industry. The Ministry said the changes reflect feedback from investors, operators and beneficiaries and are intended to bring regulatory practices closer to global standards while protecting tourists’ rights.
Travel and Tourism Services Rules Get More Flexible
Under the updated travel and tourism services regulation, licensing categories have been simplified and the scope of permitted services has been expanded. The new framework also provides greater operational flexibility and introduces different options for license durations. The Ministry said the changes clarify the rights and responsibilities connected with tourism services while maintaining standards designed to support service quality.

Tourist Guides Receive Wider Operating Options
The updated tourist guiding regulation also introduces important changes for guides working across Saudi Arabia. Classification categories have been streamlined, while licensed guides can operate across more than one region and specialty. The regulation also organizes licensing and renewal requirements, including approved training courses and examinations depending on the license category.Tourist guides will also be able to contract directly with tourists and issue booking documents. These arrangements are expected to provide greater clarity around prices, payment methods, cancellation policies and refunds, giving visitors more transparency when arranging guided tourism experiences.
Hospitality Regulations Focus on Quality and Safety
For hospitality facilities, the updated regulation covers licensing, classification and operational procedures, along with rules governing bookings, payments and digital marketing. It also strengthens requirements related to security, safety, staff qualifications and electronic connectivity. New specialized categories for hospitality facilities have been introduced, while the classification system is being linked more closely with licensing, operational quality and service standards.
Private Hospitality Units Shift to a Licensing System
The regulation covering private hospitality units introduces a move from permits to licenses. It also updates application requirements and identifies eligible properties while strengthening operational, security and safety standards. The rules establish clearer obligations for service providers and reinforce tourist rights, with the aim of ensuring that private hospitality units operate for tourism purposes in line with applicable laws and regulations.
Saudi Tourism Sector Targets Better Visitor Experience
Saudi Tourism Ministry spokesperson Nasr Al-Ansari said the updated regulations are intended to support the implementation of new tourism standards, improve service quality and raise the overall visitor experience. The Ministry is also working with investors, operators and tourism guides through awareness initiatives, meetings and ongoing support, while continuing to develop the skills of the Kingdom’s tourism workforce through training and qualification programs.The Ministry has made the updated regulations and compliance requirements available through its official website and encouraged investors, operators, tourist guides and service providers to review the new rules and assess their operations.
