Ukraine carried out an overnight strike on the Luch thermal power plant in Russia's Belgorod, resulting in a fire and a partial power outage across the city, according to Serhii Sternenko, advisor to Ukraine's Minister of Defense, on July 4.
In a post on X, Sternenko said that the Luch thermal power plant caught fire following a missile strike during the night. He added that reports indicated parts of Belgorod experienced a partial blackout after the attack.
Russian officials confirmed that the Belgorod region came under attack overnight but did not specify which facilities were hit.
Belgorod region Governor Alexander Shuvayev said there were no casualties from the incident. He stated that several infrastructure facilities were damaged and that disruptions to electricity and water supplies were reported in parts of Belgorod city and nearby settlements.

Russian news outlet Astra and several local Telegram channels shared videos and photographs that they said showed a fire at the Luch thermal power plant.
Residents also reported widespread electricity outages across multiple districts of Belgorod. The Telegram channel Pepel Belgorod claimed that much of the city and the surrounding urban area was left without electricity following the strike. However, these local reports have not been independently verified.
The reported strike on Belgorod was part of a wider overnight long-range operation carried out by Ukrainian forces.
During the same operation, Ukrainian forces also struck the St. Petersburg Oil Terminal, one of Russia's largest oil export facilities on the Baltic Sea. Ukrainian President Volodymyr Zelenskyy additionally confirmed successful strikes on military targets in Kronstadt, located more than 850 kilometers from Ukraine's border.
