Vietnam Suggests Culture Day with Paid Leave

The Vietnamese government has put forth a proposal to designate November 24 as “Vietnam Culture Day,” offering workers a fully compensated day off in an effort to bolster the nation’s cultural sector. This initiative underscores the increasing acknowledgment of culture as a vital component of national development and international identity.

The draft resolution, introduced by Lam Thi Phuong Thanh, outlines a detailed policy framework aimed at revolutionizing Vietnam’s cultural landscape. Key strategies include a rise in state funding, with at least 2% of the national budget earmarked for cultural advancement, along with initiatives to spur private investment.

Additionally, the government intends to implement tax incentives and offer infrastructural backing to stimulate growth in cultural industries such as film, performing arts, and exhibitions. A reduced value-added tax rate of 5% has been suggested for cultural activities, and import duties may be waived for significant artworks and heritage pieces brought into the country for non-commercial purposes.

Preserving cultural heritage is a major focus, with policies aimed at safeguarding traditional values while elevating them on global platforms. This includes organizing cultural festivals overseas and displaying Vietnamese heritage in international museums.

The proposal also highlights the importance of digital transformation, advocating for a national cultural database and digitization of heritage sites. This is in line with Vietnam’s broader efforts toward modernization and innovative cultural management.

Moreover, the plan outlines steps to enhance human resources in the cultural sector through targeted training, financial assistance for artists, and career transition programs. The establishment of cultural funds and public-private partnerships are also being contemplated to ensure sustainable growth.

The introduction of a Culture Day with a paid holiday aims to foster cultural awareness among citizens and support the creative economy. This proposal has garnered backing from legislative committees and forms part of an extensive reform agenda designed to establish culture as a catalyst for economic and social progress.
