Vietnam Boosts Local Governance Initiatives

During the National People's Council Conference held in Hanoi on May 28, 2026, Vietnam emphasized its dedication to enhancing local governance while modernizing its administrative processes. Organized by the Standing Committee of the National Assembly, the conference reviewed achievements from the 2021-2026 term and outlined new reforms for the 2026-2031 period.

Chairman of the National Assembly, Tran Thanh Man, characterized the event as a crucial opportunity to deepen understanding of the responsibilities of local elected bodies amid Vietnam's evolving national landscape. He stated the significance of identifying challenges, lessons learnt, and formulating new strategies to elevate governance and services nationwide.

The hybrid format of the conference, held both in-person and online across 33 provinces and cities, reflects Vietnam's commitment to enhancing digital governance and nationwide administrative synchronization. Officials evaluated the performance of People’s Councils at various levels while discussing solutions to boost efficiency, accountability, and the decision-making process in local government.

Tran Thanh Man pointed out that the previous term faced significant hurdles due to the COVID-19 pandemic and climate-related disruptions, yet Vietnam actively pursued major reforms such as decentralization, administrative restructuring, and digital innovation. Local People’s Councils have been commended for sustaining stability and safeguarding public interests during trying times.

Despite these successes, challenges remain regarding the implementation of the country’s two-tier local government structure. Issues such as heightened workloads, expansive administrative areas, variable staff capacity, and insufficient IT infrastructure in certain regions were acknowledged, with leadership pledging to address these as reforms advance.

The conference also prioritized technology and digital transformation in governance. Discussions revolved around widening the integration of science, AI, and digital tools in People’s Councils to boost transparency, encourage public participation, and enhance administrative performance. Authorities underscored the necessity for governance that is people-focused, data-driven, and service-oriented.

Hanoi People’s Committee Chairman, Vu Dai Thang, articulated the capital’s long-term strategy during the conference, outlining plans for expediting digital transformation, enhancing infrastructure, and modernizing urban transport systems. He stressed the need to foster a government culture that promotes responsibility, rapid decision-making, and effective public service.

In summation, Vietnamese leaders reiterated their resolve to establish a streamlined, transparent, and efficient governance system designed to foster sustained economic growth and elevate citizens' quality of life across the nation.
