Vietnam Considers Financial Support for Former Youth Leaders

The Ministry of Interior in Vietnam is considering a proposal aimed at offering additional financial support to the chairpersons of the Association of Former Youth Volunteers at the commune level. These individuals, who are beyond working age, do not qualify for pensions. The initiative, put forth by Nguyen Xuan Hau from Cao Bang Province, has ignited discussions around welfare for retired community leaders.

In line with this proposal, the Ministry is currently assessing broader policies concerning mass organizations and social associations governed by the Party and State. Officials are exploring enhancements to the structures and support systems available for those engaged in these organizations.

The Vietnam Fatherland Front Party Committee, along with several national entities, is conducting a thorough review of current regulations. This review includes assessing past directives and suggesting amendments to existing rules that guide socially responsible associations.

Once the Politburo and Secretariat issue new guidelines, the Ministry of Interior will collaborate with relevant agencies to update the legal frameworks. These updates are anticipated to involve changes to Decree No. 126/2024, which outlines the operation, organization, and management of associations nationwide.

Simultaneously, the ministry is preparing a draft decree that proposes alterations to existing regulations. This draft is being shared with ministries, local governments, associations, and the public for their feedback. A focal point in this review is the remuneration policy for retirees who occupied full-time leadership roles within various associations.

The ministry confirmed that the proposal concerning former youth volunteer association leaders at the commune level has been officially noted and will undergo careful examination amid the policy revision effort. The objective is to ensure that future support measures align with realistic needs, legal stipulations, and national developmental goals.

If sanctioned, the planned amendments could enhance financial security and acknowledgment for former grassroots leaders who have contributed significantly to community development. This initiative is also part of Vietnam's broader strategy to fortify social welfare policies and enhance the support systems for retired public servants.
