Vietnam Enhances Transparency with Simplified Administrative Procedures

The Vietnamese government is ramping up its efforts in administrative reform by mandating ministries and state entities to publicly list all simplified administrative protocols on the National Database of Administrative Procedures. This initiative is part of a comprehensive drive to bolster governance, increase transparency, and support the nation’s ambitious economic growth aspirations.

Under an official directive signed by Deputy Prime Minister Pham Thi Thanh Tra on behalf of the Prime Minister, ministries and ministerial-level agencies are urged to persist in executing decentralization measures and to make administrative guidelines more user-friendly. These reforms align with the national development framework for the 2026–2030 period, aiming to foster a more streamlined regulatory landscape.

Previously, the government rolled out eleven resolutions aimed at alleviating administrative burdens, refining business registration protocols, and abolishing redundant stipulations for investment and business activities. Officials are confident that these initiatives will enhance the business environment, minimize compliance costs, and trigger economic growth across varied sectors.

Key ministries—such as Health, Education and Training, Construction, Industry and Trade, Culture, Sports and Tourism, Science and Technology, and the State Bank of Vietnam—are responsible for reviewing the implementation of decentralization policies. They are tasked with pinpointing further reform prospects and suggesting necessary legal revisions.

Moreover, the directive obliges ministries to finalize legal processes essential for executing plans to decentralize numerous administrative services, reduce procedural hurdles, ease approval workflows, and eliminate outstanding business conditions. Authorities have been urged to hasten the execution to align with the outlined goals by the government and the Communist Party leadership.

Central to the reform initiative is the restructuring of administrative procedures to allow integration into the centralized Administrative Procedure Information System and the National Public Service Portal. This digital initiative aims to offer citizens and businesses quicker, more accessible government services via a unified online platform.

The Prime Minister has set firm deadlines for ministries to disclose revised procedures and align them with national digital systems. Additionally, provincial governments have been instructed to provide updates on resource distribution, implementation challenges, and suggestions. The Ministry of Justice will oversee the initiative, validate data precision, and deliver a thorough progress report to the Prime Minister by mid-June 2026.
