On April 15, 2026, the Vietnamese government introduced essential directives aimed at budget management and socio-economic progress, with a strong emphasis on rural and underserved areas.
The initiative, authorized by Deputy Prime Minister Nguyen Van Thang, establishes guidelines for the allocation of central government funds from 2026 to 2030, with goals centered around sustainable poverty alleviation and rural enhancement.
This policy prioritizes maximum financial support for marginalized communes, ethnic minority territories, mountainous regions, border areas, and islands, aiming for equitable socio-economic growth and improved living standards.
Moreover, the framework guarantees a focused, efficient, and sustainable approach to budget allocation, ensuring cohesive management across policies and financial strategies at both national and local levels.
Financial assistance will be chiefly directed toward regions that heavily depend on national budget support, especially those whose central funding comprises 70 percent or more of their total budget. Regions with more financial stability are expected to manage their resources autonomously.
Additionally, the new policy sets forth clear criteria for fund distribution, taking into account the number of disadvantaged villages and communes along with their financial needs. This organized strategy aims to promote equitable and effective resource allocation.
Local governments will also be tasked with securing counterpart funds and gathering extra resources to effectively carry out development initiatives, ensuring alignment with national objectives without overlap in efforts.
Separately, Prime Minister Le Minh Hung ratified the appointment of key officials in Hung Yen province, inducting Nguyen Manh Quyen as Chairman and confirming various Vice Chairpersons for the term from 2026 to 2031.
In summary, these new directives underscore Vietnam's dedication to enhancing governance and fostering inclusive growth while accelerating rural and regional development in the upcoming years.
