Vietnam Introduces Updated Criteria for Rural Development by 2026

The Vietnamese government has unveiled revised regulations that establish criteria for communes and provinces to be recognized as achieving new rural and modern rural standards during the 2026–2030 timeframe. This initiative is designed to promote consistent and sustainable rural advancement throughout the nation.

The directive, authorized by Deputy Prime Minister Ho Quoc Dung, outlines comprehensive guidelines for localities aspiring to gain official recognition. Additionally, it specifies the processes related to evaluation, approval, and the potential withdrawal of this status should the criteria not be upheld.

Under the new framework, a commune must completely fulfill national standards for new rural areas, which encompass planning, infrastructure, economic growth, and social services. Moreover, the level of satisfaction among local residents will significantly influence the recognition process.

For communes striving for modern new rural status, expectations are elevated. They must comply with advanced criteria set within a specialized framework aimed at nurturing modern rural development. Resident satisfaction remains a critical element in this tier as well.

The decree also stipulates the requirements for provinces and cities to be acknowledged for successfully establishing new rural areas. This includes meeting all provincial level standards and ensuring that most communes adhere to these benchmarks.

Authorities have clarified the application of evaluation results, stating that both current and previous assessment years may be taken into account. This approach guarantees flexibility while preserving precision in the recognition procedure.

Significantly, the policy sets forth stringent conditions for the revocation of recognition. A commune risks losing its status if it fails to meet a substantial number of criteria or if overall performance diminishes below set standards. Similar regulations apply to provinces if several communes fail to maintain their status.

Officials emphasized that these reforms are crucial for ensuring quality and accountability in rural development initiatives. The objective not only includes achieving recognition but also maintaining enduring progress and enhanced living conditions.

This decision supersedes prior policies and is anticipated to bolster Vietnam’s national rural development strategy. It reaffirms the government’s resolve to construct modern, sustainable, and inclusive rural communities.
