The Vietnamese government is taking decisive steps to expedite administrative reforms, ensuring that citizens and businesses experience minimal disruptions as these efforts unfold.
Deputy Prime Minister Pham Thi Thanh Tra has issued a formal directive aimed at streamlining and simplifying administrative processes, including business registration and investment conditions across various sectors. This initiative's goal is to enhance operational efficiency while fostering economic growth and improving public services.
The government pointed out that multiple resolutions have previously been enacted to cut down on redundant paperwork, decentralize administrative powers, and simplify regulations regarding investments and businesses. These reforms are integral to Vietnam’s comprehensive economic development strategy focused on achieving robust growth targets.
Several ministries, such as the Ministry of Justice, Ministry of Finance, Ministry of Agriculture and Environment, and the Government Office, have been recognized for their collaborative efforts in implementing reform measures and alleviating challenges for both businesses and citizens.
As part of the new directive, ministries and agencies are required to collaborate closely with local governments to ensure the efficient functioning of administrative systems throughout this transitional phase. They must also fulfill public disclosure requirements of simplified procedures and updated regulations within legal timelines.
The government underlined the necessity for local administrations to promptly enact decentralized procedures without lapses and provide necessary training and technical assistance to local officials. Ministries have been instructed to complete the updating and synchronization of their administrative procedure systems by June 10, 2026.
Vietnam reiterated its stance against the imposition of unnecessary administrative burdens or the introduction of new procedures that might elevate compliance costs for businesses and citizens. Officials emphasized that reforms should remain effective, transparent, and supportive of business needs.
The directive further mandates the prompt resolution of complaints and obstacles raised by businesses and the public during the implementation phase. Ministries and local authorities must address concerns swiftly within their jurisdiction and escalate broader issues to higher government tiers.
Vietnam’s Ministry of Justice will independently assess the nationwide progress of administrative reforms. Additionally, a pilot evaluation and scoring system for ministries and localities is planned for launch in July 2026 to monitor reform effectiveness and ensure accountability.
