A significant investigation has been initiated by China into two leading military figures, Zhang Youxia and Liu Zhenli, as confirmed by the defense ministry’s announcement. This development has attracted considerable attention both domestically and internationally, given the high ranks of those involved in the People’s Liberation Army (PLA).
Zhang Youxia holds a crucial role as vice chairman of the Central Military Commission (CMC), overseen by the armed forces. He is also a prominent member of the Communist Party’s Politburo and is seen as a close ally of President Xi Jinping. His counterpart, Liu Zhenli, serves as chief of staff of the CMC’s Joint Staff Department, presiding over military strategy and operations.
The defense ministry stated that both individuals are being scrutinized for “serious breaches of discipline and law.” Although no additional specifics were offered, such phrasing in China often signals allegations of corruption or power misuse.
This inquiry aligns with President Xi's long-term anti-corruption initiative, introduced in 2012, which has led to the ousting of numerous officials within the government and military sectors. The military, particularly, has faced heightened scrutiny in recent years, especially following revealed corruption within the Rocket Force and defense procurement frameworks.
In October 2025, a notable purge of eight senior generals occurred due to corruption accusations, including He Weidong, who had once been regarded as the second-highest military general in China. Additionally, two former defense ministers have faced similar fates in recent years. These actions have hindered military acquisition processes and influenced major defense enterprises associated with the PLA.
The scrutiny surrounding Zhang Youxia is particularly sensitive due to his close ties with President Xi, as both hail from Shaanxi province and are the offspring of revolutionary veterans. Zhang enlisted in the military in 1968, later participating in border conflicts with Vietnam in 1979 and 1984, which significantly bolstered his reputation as a combat-experienced officer and staunch advocate for military modernization.
Notably, Zhang has been instrumental in advancing China's military strategies, training protocols, and weaponry systems. Despite expectations of his retirement in 2022 due to age constraints, he has remained in his position, a move many analysts interpret as a sign of Xi’s confidence in him. Since November 2025, Zhang has not been seen publicly after meeting with Russia's defense minister in Moscow.
The ramifications of this investigation on China’s military readiness and international posture are being keenly observed. In recent times, China has adopted a more assertive approach, particularly in the South China Sea, East China Sea, and around Taiwan. Late last year, China staged its largest military exercises near Taiwan, escalating regional tensions.
Diplomats and security analysts globally are monitoring the developments closely. Any shift in leadership within the Central Military Commission could significantly influence decision-making, particularly during periods marked by increasing regional and global tensions.
As of now, Chinese authorities have not revealed any outcomes of the investigation. However, this high-level inquiry underscores the message that even the most influential military leaders are not exempt from examination, signaling that the anti-corruption campaign in China’s military remains active and ongoing.
