Vietnam Introduces New Healthcare Inspection Regulations

Vietnam is gearing up to unveil a revised framework for specialized healthcare inspections, with the Ministry of Health inviting public input on a draft circular detailing the new procedures. This initiative aims to bolster regulatory oversight and enhance operational efficiency across the nation’s medical services.

Under the proposed regulations, the Health Minister will gain the authority to perform specialized inspections related to state management. Ministry department heads will also be designated to inspect various entities in line with their delegated responsibilities, while local inspections will adhere to current regulatory standards.

The draft underscores a structured approach to planning, mandating that inspection units prepare thematic plans that align with socio-economic objectives and sectoral management requirements. These plans will subsequently be consolidated and submitted for approval, facilitating coordination and minimizing agency overlap.

Competent authorities will issue inspection decisions following legal frameworks, and teams will include representatives from pertinent organizations. This process is designed to ensure transparency and accountability in the assignment of responsibilities and execution of inspections.

The proposal outlines explicit rules regarding the duration and locations of inspections. Typically, inspections will not exceed 15 days, with an allowance of up to 7 additional days for complex cases. Entities subjected to inspections will receive advance notifications, barring circumstances that necessitate surprise inspections to avert violations being concealed.

During inspections, teams will verify compliance with healthcare regulations, review relevant documentation, and request explanations when necessary. The strategy incorporates both in-person and online methods, aligning with a modern, adaptable regulatory framework.

Furthermore, the draft presents various approaches for defining inspection content across areas like medical services, disease control, pharmaceuticals, food safety, health insurance, and medical facilities. This all-encompassing strategy aims to elevate governance and ensure improved standards throughout Vietnam's healthcare framework.
