Chaired by Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, who leads the Higher Committee for the Protection of the Rights of People of Determination, the gathering was hosted at the Knowledge and Human Development Authority (KHDA).
Various committee members and government representatives participated with a common goal: to forge a more inclusive framework that empowers People of Determination, enabling them to contribute across all sectors of life.

Sheikh Mansoor emphasized Dubai's unwavering commitment to safeguarding the rights of People of Determination via a cohesive government strategy. He affirmed that the responsibility to empower People of Determination is a collective one, necessitating joint efforts from both government and society, along with ongoing assessment and the introduction of new initiatives.

The Community Development Authority (CDA) reported it made 10,363 outreach calls to understand the needs and wellbeing of People of Determination.

During the gathering, Sheikh Mansoor also visited KHDA offices and assessed education programs intended to cultivate inclusive learning environments, aligning with Dubai’s long-term development objectives.
