Dubai Strengthens Rights of the Determined Community in 2026 Meeting

An essential meeting took place in Dubai aimed at enhancing the rights and social inclusion of the People of Determination. Chaired by Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, who leads the Higher Committee for the Protection of the Rights of People of Determination, the gathering was hosted at the Knowledge and Human Development Authority (KHDA).

Various committee members and government representatives participated with a common goal: to forge a more inclusive framework that empowers People of Determination, enabling them to contribute across all sectors of life.

Commitment to Inclusion and Rights

Sheikh Mansoor emphasized Dubai's unwavering commitment to safeguarding the rights of People of Determination via a cohesive government strategy. He highlighted the importance of ensuring that services and policies make tangible improvements in everyday life and enhance individuals' access to opportunities.

He affirmed that the responsibility to empower People of Determination is a collective one, necessitating joint efforts from both government and society, along with ongoing assessment and the introduction of new initiatives.

Insights from Government Representatives

Community Outreach (CDA)

The Community Development Authority (CDA) reported it made 10,363 outreach calls to understand the needs and wellbeing of People of Determination.

  • 693 calls were specifically directed to individuals who are deaf or hard-of-hearing using the Sanad Relay application.

  • 9,670 calls were made to other disability groups.

According to officials, these efforts have enhanced communication and trust with families.

Advancements in Inclusive Education (KHDA)

KHDA unveiled new strategies to bolster inclusive education, which include:

  • Adaptable learning options for students of determination.

  • Innovative curriculum choices and alternative education frameworks.

  • A structured licensing model for quality special education initiatives.

  • Financial aid and guidance for Emirati families.

Healthcare Initiatives (Dubai Health)

Dubai Health laid out its array of services, highlighting:

  • Genetic testing prior to and during pregnancy.

  • Early detection of autism and developmental challenges.

  • Centers for early intervention and rehabilitation.

  • Research initiatives and funding for medical studies.

  • Training for medical professionals and specialists.

Enhancing Accessibility (RTA)

The Roads and Transport Authority (RTA) showcased initiatives aimed at improving transport access:

  • Complimentary parking for People of Determination in paid zones.

  • Strict penalties for misuse of reserved parking spaces.

  • Digital permit verification through CDA integration.

  • Surveillance cameras monitoring parking regulations.

Inclusive Employment Practices (DGHR)

The Dubai Government Human Resources Department is focused on:

  • Policies for inclusive employment.

  • Workplace training opportunities.

  • Vocational rehabilitation programs.

  • Preparations for the People of Determination Forum.

Urban Accessibility Improvements (Dubai Municipality)

Dubai Municipality is working towards enhancing:

  • Compliance of building codes for accessibility.

  • Integration with Google Maps for marking accessible sites.

  • Support for inclusive public spaces as part of the Dubai 2040 vision.

Public Awareness and Communication

Dubai Police, RTA, CDA, KHDA, Dubai Health, DGHR, Dubai Municipality, and Dubai Sports Council joined together to sign the “Dubai Communicates in Sign Language Pledge,” demonstrating their commitment to support the deaf and hard-of-hearing communities.

As the meeting concluded, there was a renewed call for collaboration among all government sectors to enhance services, promote inclusion, and foster a better quality of life for People of Determination in Dubai.

During the gathering, Sheikh Mansoor also visited KHDA offices and assessed education programs intended to cultivate inclusive learning environments, aligning with Dubai’s long-term development objectives.
