Dubai Legal Affairs Department Unveils Impressive 2025 Results

The Dubai Legal Affairs Department has published its Annual Report for 2025, showcasing remarkable performance metrics and significant milestones achieved throughout the year.

Outstanding Legal Services Performance

Centering on the theme of “Competitive Performance in Legal Work”, the report indicates impressive outcomes in dispute resolution. In 2025, the Department facilitated 684 mediation sessions aimed at resolving disputes involving government entities, contributing to a decrease in court cases through amicable resolutions.

Impressive Success Rate in Legal Representation

In legal matters concerning government bodies, the Department recorded an impressive 92% favorable ruling rate, a testament to its effective legal representation and skilled case management. Additionally, it processed 497 enforceable judgments and execution writs, with cheque-related enforcement actions accounting for over 32% of these cases.

Legal Support and Contract Review Growth

Throughout the year, the Department extended 291 legal support services, providing advisory opinions, legislative guidance, and consultations. It also reviewed and formalized 689 contracts and agreements, demonstrating a year-on-year increase of 5%, with a cumulative value surpassing AED 54 billion.

Mediation Training and Skills Development

The report details the Mediation Training Project focused on civil and commercial disputes. Four cycles of the Accredited Mediators Programme were carried out, certified by the International Institute for the Resolution of Civil and Commercial Disputes. In total, 82 individuals completed the programme, a 9.3% rise from 2024, with most participants being government employees.

Expanding Legal Landscape in Dubai

Additionally, the report sheds light on the expansion of Dubai’s legal sector. By the close of 2025, legal professionals from 91 different nationalities were practicing in Dubai, alongside 84 branches of international law firms operating within the emirate.

Vision for Strategic Growth and Future Opportunities

His Excellency Dr. Lowai Mohamed Belhoul indicated that these results underscore the Department’s ongoing commitment to development, in alignment with Dubai's strategic objectives.

He commented that the 2023–2025 strategic initiative has been successfully finalized, ushering in a new transformative phase that will emphasize global best practices, enhanced governance, and benchmarking against international standards.

The Department is also set to implement artificial intelligence and emerging technologies to elevate its legal services, boost operational efficacy, and reinforce Dubai’s stature as a premier hub for governmental and legal excellence.
