EU May Ban Ethanol in Hand Sanitizers Amid Cancer Concerns

The European Union is re-evaluating the safety of ethanol, a prevalent ingredient in hand sanitizers, amidst emerging cancer risk concerns. Following a warning from the European Chemicals Agency (ECHA), which indicated that ethanol could be toxic and might increase the risk of cancer and complications during pregnancy, discussions have begun about alternative ingredients for cleaning and hygiene products. This initiative reflects the EU's dedication to enhancing consumer safety and minimizing exposure to risky substances, capturing international attention swiftly.

An internal recommendation dated October 10, 2025, suggests that the risks posed by ethanol could merit its replacement in biocidal and hygiene products. The ECHA's Biocidal Products Committee is set to convene from November 25 to November 28 to discuss the findings further. If ethanol receives an official carcinogenic classification, the European Commission might advise on safer substitutes. However, the agency noted that ethanol could still obtain approval if current exposure levels are deemed safe or no viable alternatives are available.

Contrarily, the World Health Organization (WHO) still regards both ethanol and isopropanol as safe for hand hygiene practices. According to WHO guidelines, ethanol-based hand sanitizers are both effective and safe when used correctly, underscoring their essential role in global infection control and personal hygiene. This ongoing discourse around ethanol in hand sanitizers highlights the clash between regulatory caution and established international health protocols.

Experts caution that an ethanol ban could have significant ramifications for the hand hygiene market, impacting hospitals, households, and businesses reliant on ethanol-based solutions. Reformulating hand sanitizers to use isopropanol or alternative agents could lead to increased costs and supply difficulties. Meanwhile, public health officials advise consumers to remain calm, emphasizing that ethanol has been a reliable component of effective hand hygiene for years.

The discourse surrounding ethanol in hand sanitizers exemplifies the global challenge of balancing safety with public health requirements. As the EU decides on the potential cancer risks associated with ethanol, their verdict could set a precedent for worldwide standards in hand hygiene products. At present, both consumers and healthcare professionals are watching the situation closely, knowing that the resolution will significantly impact regulatory frameworks and daily practices in infection control.
