FDA Approves Six on! PLUS Nicotine Pouch Products for US Adults

The United States Food and Drug Administration (FDA) has granted permission for the sale of six nicotine pouch products under the on! PLUS label. This approval permits the legal sale of these items to adults nationwide.

The announcement was made by the FDA on Friday, highlighting that these products qualified under a new pilot initiative designed to accelerate the evaluation of select nicotine and tobacco items. This approval marks the first success of this expedited review process, which commenced in September.

Produced by Helix Innovations LLC, a venture partly owned by Altria, the approved products were submitted for approval in June 2024. After thorough assessment of the scientific information, the FDA concluded that these products satisfied the necessary criteria for market entry.

The on! PLUS nicotine pouches come in a variety of flavors such as mint, tobacco, and wintergreen, with options for two nicotine levels—6 mg and 9 mg. These items can now be marketed legally to adults throughout the United States.

The FDA determined that these nicotine pouches exhibit lower concentrations of harmful chemicals when compared to traditional smokeless tobacco products, thereby presenting reduced risks for cancer and other significant health issues.

It's important to note that this authorization pertains solely to the six specified products. Any other nicotine pouches produced by Helix Innovations require separate evaluation and approval.

Nicotine pouches are compact packets designed to be placed under the upper lip, producing no smoke and requiring no burning, thus devoid of tobacco leaves. Because they are not inhaled, these products are perceived as lower-risk alternatives compared to cigarettes or other smokeless tobacco.

In the U.S., nicotine pouches have rapidly become the preferred choice for many adult smokers seeking alternatives as traditional cigarette use declines.

Earlier in the year, the FDA authorized 20 Zyn nicotine pouch products, owned by Philip Morris International. These were the first products of this category to receive FAA approval, although their authorization process extended beyond five years.

Major tobacco corporations are making significant investments in smoke-free and reduced-risk products to adapt to changing consumer preferences and stricter health regulations. These companies assert that such products can aid adult smokers in transitioning away from cigarettes.

In response to the FDA's ruling, Altria announced that it will resume accepting orders for on! PLUS nicotine pouches in states including Florida, North Carolina, and Texas. The pouches will also be reintroduced for online purchases.

Health experts continue to maintain that nicotine is not without risks. The U.S. Centers for Disease Control and Prevention warns that nicotine can negatively impact brain development in adolescents, influencing learning, mood, attention, and self-regulation.

Consequently, the FDA emphasized that the approved products are strictly for adult users and should not be accessible to children or teenagers. The agency plans to keep a close watch on the marketing and distribution of these products.

This approval illustrates regulators' effort to find a middle ground: enabling adult smokers to access lower-risk alternatives while safeguarding youth from nicotine dependency. As new products flood the market, this equilibrium will continue to be a pressing public health challenge.
