Mamady Doumbouya's Transition: From Military Coup to Presidential Election in Guinea

As Guinea approaches an important electoral milestone, its military leader, Mamady Doumbouya, is on a path to transform from coup leader to elected president. The upcoming presidential election on December 28 is anticipated to solidify his authority, four years post his military takeover.

Doumbouya seized control in September 2021, ousting former president Alpha Condé after his controversial move to seek a third term ignited widespread unrest. The coup was initially met with optimism by many Guineans, who hoped for an end to political turmoil and a restoration of accountability. Doumbouya, a former special forces commander, had initially vowed to hand over power to civilian rule and stated he wouldn’t run in future elections.

However, that commitment has changed. Recent amendments to Guinea's constitution, passed in a September referendum, lifted restrictions that barred members of the junta from pursuing elections. With significant opposition members sidelined or disqualified, Doumbouya is positioned as the frontrunner, raising concerns regarding the integrity of the electoral process.

Supporters cite economic reforms and investments in the expansive mining sector as indicators of progress during his tenure. Guinea is home to the largest bauxite reserves globally and boasts some of the most lucrative untouched iron ore deposits at Simandou. A major iron ore initiative was launched last month, alongside government efforts to enhance state control over mining resources to elevate national revenue. These initiatives have attracted foreign interest and maintained relative stability in contrast to neighboring countries facing coups and unrest.

Conversely, critics argue that liberties are on the decline. Civil society organizations have accused the government of curtailing protest rights, restricting media freedom, and suppressing opposition movements. Several notable opposition figures are either in exile or barred from participating in the elections. Former Prime Minister Cellou Dalein Diallo remains outside Guinea due to a corruption case, while ex-president Alpha Condé faces disqualification due to new age limitations.

Doumbouya's background has significantly influenced his leadership approach. Hailing from the ethnic Malinke group in eastern Guinea, he has undergone training and served in nations including France, where he was part of the Foreign Legion. Supporters argue his military training has instilled order and focus in governance. In contrast, critics suggest it has led to tighter control and diminished democratic oversight.

International stakeholders are confronted with a challenging dilemma. Voicing concerns about Guinea’s political trajectory could pivot the nation closer to non-Western allies, such as China. However, unconditionally accepting the election results might empower other military leaders in the region to pursue similar power pathways.

As citizens gear up to cast their votes, this election embodies more than a title change for Doumbouya. It will significantly impact the future of the country and assess whether economic success can coexist with democratic governance. For many, the primary concern remains whether this transition will serve the populace or merely entrench the power of those already in control.
