The primary focus of the proposal centers on re-establishing maritime operations in the Strait of Hormuz, a crucial corridor for global oil trade whose closure has exacerbated energy security concerns across the globe. Iran has suggested that the reopening of this waterway should be treated as a preliminary step, potentially leading to a broader ceasefire or even a long-term resolution to the ongoing conflict. This indicates a strategic pivot towards prioritizing immediate economic recovery and regional stability ahead of tackling intricate political challenges.

A significant element of the proposal is Iran’s stance on nuclear discussions. Tehran has asserted that talks regarding its nuclear agenda would only commence after the Strait of Hormuz is opened and sanctions are alleviated.
