Macron Urges Xi to Advocate for Ukraine Peace and Fairer Trade Relations

French President Emmanuel Macron held discussions with Chinese President Xi Jinping in Beijing, advocating for China's increased involvement in resolving the Ukraine conflict and addressing global trade disparities. This marks Macron's fourth state visit to China, accompanied by a delegation of business leaders seeking economic opportunities and aiming to bolster France's influence ahead of the 2027 presidential race.

In their meeting at the Great Hall of the People, Macron emphasized that collaboration between France and China is pivotal for today's geopolitical landscape. He outlined three critical areas for joint efforts: fostering global stability, ensuring trade fairness, and enhancing environmental protection. Macron called for an end to the Ukraine conflict, asserting that China's support would be vital in the pursuit of peace.

China, meanwhile, faces its own set of challenges, particularly with the U.S. imposing tariffs that are impacting global trade landscapes. Capable of navigating a tense relationship with the European Union—especially after recent disputes over electric vehicle subsidies—China is eager to confirm its reliability as a trade partner.

Macron's visit coincides with intertwined economic and political dynamics, as the European Union works towards reducing dependency on China for essential goods, with new security regulations on the horizon. Despite their amicable public interactions, substantial limits to collaboration remain.

A significant source of ambiguity is the long-anticipated acquisition of 500 Airbus jets, which China is currently holding back on as a strategy to enhance its leverage in discussions with the U.S. Similarly, France's luxury goods sector, notable for its cognac, will likely face hurdles in securing favorable trade terms due to China initiating an anti-dumping investigation last year, attributed to EU tariffs on Chinese electric vehicles.

Furthermore, China is unlikely to decrease import duties on European pork, wanting Europe to ease its stance on electric vehicle exports. France has been supportive of the EU's tariff measures on Chinese EVs, complicating matters.

Regarding Ukraine, Xi's statements regarding diplomatic avenues are expected to be cautious. China has reaffirmed its alliance with Russia, constraining how openly it can advocate for negotiations related to Ukraine.

Despite these complexities, Xi welcomed Macron enthusiastically and even planned to accompany him to Sichuan province, a notable gesture for visiting leaders. Both leaders discussed deepening partnerships across sectors such as nuclear energy, aerospace, AI, and sustainable development. After their talks, they formalized 12 agreements covering topics from aging populations to investments and conservation efforts for pandas.

The trip saw participation from several leading French corporations, including Airbus, BNP Paribas, and Alstom. These executives are optimistic that improved ties with China could unlock growth within one of the globe's largest markets, where France exports around $35 billion in goods annually, including aircraft parts and cosmetics. Conversely, France imports approximately $45 billion worth of products from China, primarily affordable goods sold through online retail platforms.

Macron stressed the necessity for France and China to collaborate with other nations to foster equitable economic guidelines, safeguarding global supply chains and minimizing instability. He cautioned against trade mechanisms that prioritize 'survival of the fittest,' urging instead for systems built on mutual trust and shared accountability.

While Macron's visit aims to enhance cooperative efforts, the underlying political and economic limitations remain apparent. Both nations seek advancements, albeit while meticulously balancing their respective interests in trade and global security. The forthcoming months will reveal whether this visit translates into tangible changes or merely temporary diplomatic courtesy.
