India adopts light-touch AI governance guidelines 2025

On November 5, the Ministry of Electronics and Information Technology (MeitY) published the India AI Governance Guidelines 2025, endorsing a light-touch approach designed to encourage innovation while putting in place core safeguards.

The report was prepared under the leadership of Balaraman Ravindran, Head of Data Science and AI at IIT Madras, and supersedes an earlier consultation paper led by Principal Scientific Adviser Ajay K. Sood. The change reflects a move away from proposals for earlier, stricter controls.

Although separate from the draft IT Rules amendment that would require social media platforms to label AI-generated content, both initiatives underscore India's priority of managing rapid AI adoption responsibly.

The guidance is built around seven principles — trust, people-centricity, responsible innovation, equity, accountability, understandability, and safety with sustainability — which together underpin India's "AI for Good" objective to foster growth without throttling creativity.

Compared with previous frameworks influenced by NITI Aayog and OECD advice, the 2025 document downplays risk-heavy language in favour of a more adaptable governance model. It highlights AI's potential to advance inclusion through digital public infrastructure such as Aadhaar and recommends expanding skilling and infrastructure to strengthen national AI capacity.

The guidelines set out six main recommendations, including creating governance institutions, developing India-specific risk frameworks, improving transparency across the AI value chain, and integrating cybersecurity measures with AI oversight systems.

Officials clarified there are no immediate plans for a standalone AI law. Instead, authorities plan to adapt existing regulatory frameworks as technologies and associated risks evolve.

Issued ahead of the Delhi AI Impact Summit 2026, the guidelines aim to position India as a pragmatic voice in global AI governance, balancing innovation, public trust and accountability without rushing into heavy-handed regulation.
