Melania Trump has taken a stand in support of pivotal foster care legislation in the U.S. Congress, defining it as a “moral obligation” to enhance the situation of vulnerable children. During a crucial meeting with legislators, she underscored the pressing need for robust policies to address the myriad challenges encountered by those in the foster care system.
On April 15, 2026, the First Lady joined key members of the House Ways and Means Committee, where the focus was on fostering legislation designed to defend and uplift youth in foster care. In her address, she stressed that children deserve recognition not merely as dependents but as individuals entitled to dignity, opportunity, and care.
Emphasizing a shift from awareness to actionable measures, Melania Trump outlined critical concerns impacting foster children, such as unstable housing, insufficient educational support, financial hardships, challenges in transportation, and limited access to technology. She argued that these barriers often hinder children's chances for long-term success and stability.
Her current endeavors build on prior initiatives, including the “Fostering the Future” program launched in 2021 as part of her BE BEST campaign. This initiative is aimed at providing youth from foster care backgrounds with access to higher education, particularly within technology sectors, to help pave their way towards entry-level employment and financial self-reliance.
The program currently operates in more than 20 U.S. universities, among them Vanderbilt University, University of Miami, Louisiana State University, University of Virginia, University of Texas, Ohio State University, and University of Alabama. Despite these initiatives, she observed that only approximately three percent of foster care youth achieved a college degree in 2025, highlighting the necessity for stronger systemic support.
Melania also acknowledged the recently passed TAKE IT DOWN Act and the “Fostering the Future” Executive Order as positive steps, yet she asserted that actionable legislation from Congress could yield even more significant and transformative results.
Concluding her speech, Melania Trump called on lawmakers to take bold action, asserting that new legislation holds the power to change lives and transform the aspirations for foster care children into guaranteed rights. The anticipated reforms aim to deliver lasting solutions that enhance educational access, stability, and overall quality of life for children within the foster care framework.
