The Ministry of Labour, through the National Committee for Combating Human Trafficking, has introduced the National Referral System for Combating Human Trafficking, a nationwide framework designed to improve cooperation among government and non-government organisations while placing the protection of victims at the centre of all response efforts.
The new system is part of the State of Qatar's continuing commitment to combat all forms of human trafficking and address the humanitarian and legal challenges faced by people who have been exploited. It aims to create a unified national response by bringing together relevant authorities and institutions under a coordinated framework.
The National Referral System has been developed to strengthen cooperation between all concerned stakeholders. It provides a structured approach to protecting victims, preventing further exploitation, and improving the identification, investigation, and prosecution of those responsible for human trafficking in line with Qatar's national laws and international standards.
The framework is intended to ensure that different institutions work together efficiently while maintaining a consistent and coordinated response to trafficking cases.
The referral system is supported through partnerships involving several national authorities and organisations. These include the National Committee for Combating Human Trafficking, the Ministry of Labour, the Ministry of Interior, the Public Prosecution, the Supreme Judiciary Council, the Ministry of Foreign Affairs, the Ministry of Justice, the Ministry of Public Health, the National Human Rights Committee, the Aman Centre, embassies, diplomatic missions, and both local and international organisations.
The broad participation of these stakeholders is designed to improve cooperation and ensure victims receive appropriate protection and support throughout the referral process.
The National Referral System follows a victim-centred approach based on the principles of non-discrimination, respect for human dignity, confidentiality, and the protection of personal data.
Under the framework, victims will not be held responsible for actions they were forced to commit as a direct result of their exploitation. The system also guarantees a protection period that allows victims to make informed decisions freely, without pressure or coercion.
Receiving protection or assistance under the system does not depend on a victim's willingness to cooperate with investigations or legal proceedings.
The National Referral System establishes a complete pathway for handling suspected human trafficking cases. It includes procedures for early identification, reporting, initial protection measures, and risk assessments.

In addition, the framework provides comprehensive assistance services, supports investigation and prosecution efforts, and promotes long-term solutions that help end exploitation while assisting victims with recovery and reintegration into society.
According to the Ministry of Labour, the National Referral System represents a coordinated national model built on partnership and institutional cooperation.
The initiative reflects the State of Qatar's commitment to strengthening a justice system that goes beyond law enforcement by focusing on victim protection, care, and support, while also improving prevention efforts, protecting human dignity, and reinforcing the rule of law.
