Abu Dhabi Implements Innovative HR Law to Cultivate a Skilled Workforce

The Abu Dhabi Government has introduced a transformative Human Resources Law aimed at modernizing employment practices within the public sector and reinforcing its status as an employer of choice. Scheduled to take effect on January 1, 2026, this legislation will cover a workforce exceeding 25,000 government employees.

This Human Resources Law No. (08) of 2025 establishes a merit-based employment system designed to attract, develop, and retain outstanding professionals. The law prioritizes performance, capability, and results over traditional tenure-based metrics.

Merit-Centric Hiring and Career Development

The new regulation outlines clear, meritocratic structures for all aspects of the employee lifecycle. Recruitment, promotions, and career progression will now hinge on demonstrated capability and performance, rather than duration of service.

Top-performing employees will gain from expedited promotion tracks, while notable contributions will be rewarded through performance-related financial incentives. Exceptional graduates will experience shortened probation periods, facilitating faster career advancement for high achievers.

Attractive Benefits for Skilled Professionals

To attract skilled professionals in emerging fields like AI, technology, policy, and specialized services, the law introduces flexible benefits in line with global standards.

Key developments include entrepreneurship leave, permitting staff to explore business ventures while retaining their government positions. Improved parental leave policies now feature extended maternity and doubled paternity leave, emphasizing a commitment to family wellbeing. Flexible work arrangements, including remote work and adjusted hours, further enhance work-life balance.

Commitment to Learning, Inclusion, and Wellbeing

This legislation bolsters learning and development through ongoing reskilling and upskilling initiatives, ensuring employees are equipped to handle rapid technological and policy evolutions.

Revised leave policies encompass marriage leave, optimized bereavement support, and caregiving flexibility. The legislation further facilitates customized workplace adjustments for People of Determination, reinforcing inclusivity and access across government sectors.

His Excellency Ahmed Tamim Hisham Al Kuttab, Chairman of the Department of Government Enablement (DGE), remarked that this law signifies a pivotal shift in the government's talent management approach, fostering an environment where meritocracy reigns and excellence is honored.

His Excellency Ibrahim Nassir, Undersecretary of DGE, highlighted the necessity for governments to compete in attracting skilled professionals by offering robust career development opportunities, flexibility, and modern workplace methodologies.

Goal of a Future-Ready Government

By integrating meritocracy, updating HR models, and conforming to global talent management standards, the new law champions Abu Dhabi's vision for a high-performing, adaptive, and future-ready government, including its aspiration to evolve into an AI-driven system.

The Department of Government Enablement will collaborate with all governmental branches to ensure seamless execution and effective integration of the new practices ahead of the 2026 implementation.
