Trump Announces Withdrawal of National Guard From Key Cities while Keeping Option to Redeploy

President Donald Trump has declared the withdrawal of National Guard troops from three pivotal U.S. cities—Chicago, Los Angeles, and Portland. He strongly cautioned that military forces may be brought back should crime levels surge again.

The announcement was made via a social media post, where Trump stated that crime rates had diminished in these urban areas due to the National Guard's presence. He noted that a resurgence in crime could lead to the return of federal forces "in a significantly different and more robust manner."

The deployment of National Guard troops has sparked significant debate since its inception. Local officials in Chicago, Los Angeles, and Portland, alongside Democratic lawmakers, vehemently opposed the action. They argued that the troops were unnecessary and accused the Trump administration of inflating crime statistics and protest-related violence to rationalize their presence. Many local leaders also characterized this as an instance of federal overreach.

Legal challenges to the policy have also been substantial. Courts have ruled against the Trump administration multiple times, determining that there was no evident need for National Guard troops to shield federal buildings or personnel. Judges handling lawsuits from cities indicated that the federal government had overstepped its authority.

This announcement from Trump coincided with a significant legal setback, where a federal appeals court mandated that hundreds of California National Guard personnel return under Governor Gavin Newsom's command. Earlier, on December 23, the U.S. Supreme Court blocked Trump’s effort to mobilize National Guard forces in Illinois, asserting that the president's authority to commandeer state National Guard units is limited to exceptional circumstances.

The Supreme Court also highlighted that the federal government had not established a legal basis for deploying military forces to enforce laws in Illinois, thereby undermining the legal justification for similar actions in other states.

Local leaders wasted no time in responding to Trump's comments. The office of Governor Gavin Newsom maintained that the withdrawal was a result of legal defeats rather than a standalone decision by Trump. Meanwhile, Chicago Mayor Brandon Johnson's office shared statistics indicating that Chicago experienced its lowest level of violent crime in over a decade during 2025, with incidents decreasing by more than 21% compared to the previous year.

Trump first initiated the deployment of National Guard troops in June amid protests regarding his stringent immigration policies and heightened enforcement actions. He extended this deployment to Washington, D.C., claiming that crime was spiraling out of control. However, official crime statistics from numerous cities did not corroborate these assertions.

While Trump argues that the troop deployments contributed to a drop in crime, critics contend that local governments and courts have unequivocally dismissed his strategies. This withdrawal adds another layer to the ongoing debate concerning the scope of presidential authority, public safety, and the military's role in civilian affairs.
