China Issues Flood and Typhoon Alert for Typhoon Matmo

China has activated a Level-IV emergency response for floods and typhoons in the southern provinces of Guangdong and Hainan. The move comes as Typhoon Matmo, the 21st named storm of the 2025 Pacific typhoon season, approaches the region. Authorities are taking measures to prevent damage and ensure public safety.

Government Directives for Safety

The Ministry of Emergency Management reported that the State Flood Control and Drought Relief Headquarters instructed local authorities to initiate emergency response plans. These measures focus on preventing floods, controlling urban waterlogging, and protecting residents and visitors during the ongoing national holiday.

Meteorological Warnings

China’s National Meteorological Centre issued a yellow alert for Typhoon Matmo on Friday. The storm is expected to make landfall along the coast between Wanning in Hainan and Dianbai in Guangdong on Sunday. Residents are advised to stay alert and follow safety instructions issued by local authorities.

Expected Impact of Typhoon Matmo

The meteorological centre warned that strong gales will affect the Bashi Channel, parts of the South China Sea, and the coastal waters of Guangdong, southern Taiwan, and eastern Hainan from Friday night to Saturday night. Authorities are preparing for possible flooding, high winds, and disruptions in coastal areas.

China’s Emergency Response System

China has a four-tier emergency response system for disasters. Level I represents the most severe response, while Level IV is the lowest level of emergency. Similarly, the country has a four-tier weather warning system with red as the highest warning, followed by orange, yellow, and blue. The current yellow alert indicates moderate risk, urging authorities and citizens to take precautions.

Precautions for the Public

Residents and tourists are advised to avoid coastal areas, secure property, and stay indoors during strong winds and heavy rains. Local governments are monitoring the situation closely and have activated emergency services to respond to potential flooding and other hazards caused by the approaching typhoon.

Tourism and Holiday Concerns

The alert comes during China’s national holiday, a period of increased travel and tourism. Authorities emphasized the need for visitors to follow safety instructions and avoid unnecessary travel to high-risk areas. Public transportation and emergency response teams have been mobilized to manage potential disruptions.

Local authorities in Guangdong and Hainan are coordinating with the national government to ensure timely response to flooding, waterlogging, and typhoon damage. Measures include monitoring rivers and dams, preparing evacuation centers, and providing timely updates to the public.

Typhoon Matmo poses a serious risk to southern China, and the Level-IV emergency response is a precautionary measure to safeguard lives and property. Citizens and visitors are urged to follow official guidance, stay informed, and remain vigilant as the typhoon approaches.
