His Highness Sheikh Mohammed bin Rashid Al Maktoum led a pivotal UAE Cabinet meeting at Qasr Al Watan in Abu Dhabi, taking stock of an important chapter in the nation’s progress. This gathering focused on 20 years of governmental evolution that has revolutionized service delivery and global competitiveness.
In attendance were top leaders of the UAE, underscoring the significance of the evaluation. During this period, the government has issued over 16,000 decrees, mobilized thousands of teams, and overseen budgets that surpass AED 1.1 trillion. This era has prioritized expedited decision-making, streamlined services, and robust digital frameworks.
Since beginning his role as Prime Minister in 2006, Sheikh Mohammed bin Rashid has steered a transition towards a results-oriented government. Initial undertakings included the establishment of a comprehensive federal strategy in 2007 and the Government Performance System in 2008, which positioned planning and assessment as foundational aspects of public service. Six strategic cycles have been conducted since, aligning with national fiscal policies and priorities.
Following this, several national visions emerged. UAE Vision 2021 aimed to elevate the nation into the ranks of the world’s leaders. This was further defined through the National Agenda, the Centennial 2071 initiative, and the “Preparing for the Next 50 Years” programme. Recently, the “We Are the UAE 2031” plan has defined the trajectory for the next decade, emphasizing social welfare, economic development, and enhancing quality of life.
Artificial intelligence became a vital element of governance, with the UAE appointing the globe’s first Minister of AI in 2017 and rolling out a national strategy for AI. A groundbreaking move saw the creation of the Regulatory Intelligence Office in 2025, utilizing AI for continuous legislative updates. Currently, the unified legislative platform of the UAE encompasses more than 2,500 laws and garners close to one million visits each month.
Public spending has steadily increased, with the education sector receiving the largest allocation, followed by health, social welfare, and housing for nationals. Over the last 20 years, there has been a 167 percent rise in the federal budget, fostering sustained human development alongside infrastructural advancements.
Economic metrics have mirrored the scale of progress. Real GDP nearly doubled, there was substantial growth in non-oil foreign trade, and non-oil exports surged impressively. The job market has also transformed, demonstrating robust growth in skilled positions and heightened female participation.
The Cabinet addressed advances in tourism, circular economy initiatives, healthcare services for People of Determination, cultural heritage enrollment with UNESCO, and upgraded mechanisms to combat financial crimes. Various international treaties were endorsed, further solidifying the UAE's global relationships.
Ultimately, the meeting showcased how consistent planning, flexibility, and a long-term outlook have positioned the UAE as a benchmark in modern governance, while setting a clear path for the future.
