The United States is set to enhance its Coast Guard resources for potentially taking control of a Venezuela-connected oil tanker, Bella 1, that has not cooperated with U.S. authorities. The vessel has been pursued for days, raising suspicions of its role in helping Venezuela evade U.S. sanctions.
Officials note that the tanker has persistently rejected requests from the Coast Guard for boarding. This challenge may necessitate the involvement of Maritime Security Response Teams, renowned for their training in high-risk boarding scenarios, including approaches from helicopters while the ship is still in motion.
This situation has underscored a significant challenge. Despite the directive from the Trump administration for robust actions against sanctioned oil tankers near Venezuela, the Coast Guard is grappling with limited resources needed for such perilous operations. Unlike the U.S. Navy, the Coast Guard holds authority to enforce laws at sea, including the boarding of vessels contravening sanctions.
Earlier this month, President Donald Trump declared a “blockade” targeting sanctioned oil tankers transiting in and out of Venezuela to tighten pressure on Venezuelan President Nicolas Maduro by obstructing illegal oil exports. Recently, the Coast Guard has managed to capture two tankers in the area, utilizing elite teams and helicopter missions that were subsequently publicized.
However, experts warn that these operations are taxing the Coast Guard significantly. The service is already tasked with a multitude of responsibilities, including drug interdiction and border protection. Admiral Kevin Lunday, the Coast Guard's leader, has alerted lawmakers to a persistent readiness crisis facing the service.
While the U.S. military has deployed substantial forces, such as aircraft carriers and fighter jets, the Coast Guard operates with a considerably smaller fleet of vessels and personnel. This disparity raises concerns about whether the agency can meet its growing operational demands without compromising safety or efficiency.
Although the government has sanctioned increased funding for the Coast Guard in the coming years, officials concede that financial resources alone cannot rapidly resolve issues related to manpower and training. The pursuit of Bella 1 illustrates the complexities involved in modern maritime enforcement.
Currently, the tanker is under vigilant surveillance, but the prospect of U.S. forces boarding it remains uncertain. This incident emphasizes the necessity to align political objectives with the actual capabilities of the agencies tasked with executing them.
