US Congress Endorses $901 Billion Defense Legislation, Supporting Ukraine and NATO Amid Trump's Dissent

The US Congress has approved significant defense legislation that will influence military policies and expenditures for the coming year. Referred to as the National Defense Authorization Act for fiscal year 2026, this landmark bill allocates a historic $901 billion defense budget and is on its way to the White House for final approval. President Donald Trump has indicated he will endorse the bill, despite aspects that conflict with his current policy stance.

This legislation garnered strong bipartisan backing. In the Senate, the bill secured passage with a vote of 77 to 20, and the House of Representatives had previously endorsed it by a substantial margin. Lawmakers highlighted that this annual vote continues an over sixty-year tradition of passing defense bills.

A significant focus of this legislation is its commitment to Ukraine and security in Europe. The NDAA allocates $800 million for Ukraine over the next two years through the Ukraine Security Assistance Initiative, aimed at purchasing military supplies from US firms to bolster Ukraine’s defense against ongoing conflicts with Russia.

Additionally, the bill fortifies support for NATO and US European allies, setting aside $175 million for the Baltic Security Initiative to enhance defense capabilities in Latvia, Lithuania, and Estonia. Furthermore, it restricts the Pentagon from lowering US troop counts in Europe below 76,000, thereby reinforcing the US's role as NATO’s primary military commander in the region.

These provisions contradict Trump's recent National Security Strategy, which many analysts view as favoring Russia and advocating for a more restrained US involvement in Europe. By incorporating these measures, Congress has demonstrated its intent to sustain a formidable US military presence abroad.

Alongside foreign policy enhancements, the defense bill encompasses various domestic initiatives. It provisions a 4% pay increase for US service members and allocates funds for new military equipment acquisitions. The bill also revamps the Pentagon's procurement process, aiming for efficiency in acquiring weapons.

The NDAA annuls previous authorizations for military action against Iraq from 1991 and 2002, signaling Congress's intent to reclaim its jurisdiction over war-related decisions. It also lifts stringent sanctions imposed on Syria under former leader Bashar al-Assad.

A provision addressing Venezuela mandates the defense secretary to publicize unedited footage of US military strikes against suspected drug traffickers, reflecting Trump’s intensified pressure on Venezuela's regime, including the blockade of sanctioned oil vessels.

While some proposals by the president did not make it into the bill, such as renaming the Department of Defense to the Department of War, it still includes several socially conservative policies, including a ban on transgender women participating in women's sports at military academies.
