Severe Winter Floods Aggravate Gaza's Humanitarian Situation

Recent heavy rains hit the Gaza Strip, inundating tent camps and leaving families displaced by ongoing conflict struggling to keep dry. Many of the makeshift shelters, compromised by prolonged use and conflict impact, collapsed under the burden of the downpour.

In Khan Younis, children were seen navigating through flooded paths, as families used shovels, cans, and their hands to scoop water out of their tents. Residents reported wet blankets, muddy interiors, and unpleasant odors. Majdoleen Tarabein, a Rafah native, lamented, “The tent blew away. We don’t know what to do or where to go.”

The brutal winter has already claimed the lives of at least 12 individuals, including a 2-week-old infant, primarily due to hypothermia and structural collapses. Gaza’s Health Ministry has cautioned residents to steer clear of compromised buildings, though much of the region lies in ruins. The UN estimated in July that almost 80% of Gaza’s infrastructure is either destroyed or damaged.

Since the ceasefire between Israel and Hamas took effect on October 10, Gaza has recorded 414 fatalities and 1,142 injuries. Overall, the conflict has resulted in at least 71,266 Palestinian deaths.

Humanitarian Aid Falls Short

Efforts to deliver humanitarian assistance to Gaza have not met the overwhelming need. According to Israeli military reports, 4,200 aid trucks delivered essential supplies last week, including tents, winter apparel, and sanitation aid, though aid organizations deem these numbers insufficient.

Since the commencement of the ceasefire, 72,000 tents and 403,000 tarps have been distributed, as reported by the Shelter Cluster. Philippe Lazzarini, the UN commissioner-general for Gaza, stated on social media, “People in Gaza are living in flimsy, waterlogged tents amidst ruins. Aid supplies are not arriving at the required scale.”

Ceasefire Negotiations Stall

Efforts to advance the ceasefire have seen limited progress. Israel has voiced that moving to the next phase hinges on accounting for the remains of the last hostages, while Hamas indicated that the devastation in Gaza complicates recovery efforts.

Key challenges for the next phase include deploying an international stabilization force, forming a technocratic government, disarming Hamas militants, and further withdrawals of Israeli troops. Both sides have accused each other of breaching the truce, keeping the situation in a precarious balance.
