The Canadian government has unveiled a significant investment of $1.4 billion aimed at enhancing its capacity for domestic ammunition production. Announced on April 8, 2026, in Repentigny by Joël Lightbound, the initiative seeks to bolster national security and reduce dependence on foreign suppliers.
This funding is a key aspect of the Canadian Defence Industry Resilience (CDIR) Program, which aims to create a more self-sufficient and robust defence sector. The program emphasizes increasing manufacturing capabilities, securing supply chain stability, and supporting the local production of essential defence materials.
A large portion of the funds will be allocated to General Dynamics Ordnance and Tactical Systems located in Quebec. Multiple agreements will facilitate the development of new and enhanced facilities for ammunition production, including the establishment of a nitrocellulose production plant and additional facilities for assembling and packaging artillery charges and high-explosive projectiles used in modern military systems.
This investment will also restore Canada's ability to generate nitrocellulose domestically—a vital ingredient in ammunition production. By achieving this, the government intends to enhance supply chain resilience and ensure reliable access to critical materials during periods of heightened demand.
Moreover, support will be extended to IMT Precision in Ingersoll to establish a facility for manufacturing metal shells for advanced artillery projectiles, thereby further increasing local production capacity.
Officials estimate that these initiatives will create over 350 jobs during construction and through indirect employment opportunities opportunities. These projects will also foster innovation, enhance collaborations with educational institutions, and draw additional investments into the defence sector.
This initiative aligns with Canada’s comprehensive Defence Industrial Strategy focused on enhancing security, sovereignty, and economic growth. By increasing domestic production, the goal is to provide the Canadian Armed Forces with dependable access to necessary equipment while also supporting long-term economic prosperity.
Overall, this investment underlines Canada's determination to develop a robust defence industry, improve national security, and create high-quality job opportunities while stressing the significance of local capabilities in a world that is becoming increasingly complex.
