Escalating Conflict in Congo Forces 200,000 to Evacuate Amid M23 Rebel Advances

A surge of violence in eastern Democratic Republic of Congo has displaced approximately 200,000 individuals, according to United Nations reports. This crisis unfolds just days after former U.S. President Donald Trump facilitated a peace agreement between Rwanda and Congo aimed at resolving long-standing hostilities.

Renewed Hostilities Post-Peace Agreement

In the wake of the peace pact signed in Washington last week, confrontations have escalated dramatically. The U.N. has documented the deaths of at least 74 civilians and injuries to over 80 within a short span. Families are fleeing with minimal possessions as rebel forces approach populated communities.

The M23 rebel group is behind these attacks, which both Congo and various international observers claim receive substantial backing from Rwanda. Despite these allegations, Rwanda has denied involvement, although the U.S. and U.N. cite compelling evidence of Rwandan support.

M23 Advances Towards Key Towns

Authorities report that M23 is moving towards Uvira, a critical town bordering Burundi. They are engaged in conflict with Congo’s military and local self-defense groups known as Wazalendo in several villages situated north of Uvira.

Panic spread throughout Uvira on Monday following rumors of the rebels’ proximity, leading a rush of residents to evacuate. While officials later confirmed a reduction in tension, anxiety remains rampant.

Additional reports indicate that the rebels have overtaken Luvungi, a vital frontline town, with fierce skirmishes occurring around Sange and Kiliba on the main road to Uvira. Many residents vacated these areas prior to the rebels' arrival.

Widening International Alarm

The International Contact Group for the Great Lakes, which includes the U.S. and nine other nations, expressed “profound concern” on Tuesday regarding the renewed violence. The group cautioned that this rebel campaign could lead to destabilization across the entire region.

The statement highlighted the alarming use of attack and suicide drones by the rebels, signaling a perilous new development in the conflict that poses risks to civilian populations.

The U.S. State Department conveyed its “deep concern” and called for Rwanda to cease any support for M23 and assist in preventing further conflicts.

Rising Doubts on Trump’s Peace Initiative

The outbreak of violence comes shortly after Trump hosted the presidents of Congo and Rwanda in Washington. During a meeting on December 4, Trump proclaimed the U.S.-Qatari peace plan had effectively resolved a conflict persisting for three decades, asserting, “Today we’re succeeding where many others have failed.”

However, the resurgence of fighting and the mass displacement of people have led to skepticism about the agreement's viability.

Congo’s President Felix Tshisekedi informed legislators on Monday that Rwanda has breached the commitments made during the Washington discussions.

A senior U.S. official remarked that Washington is monitoring developments closely, with Trump expecting “immediate results” from both parties involved.

Rebel Communications and Future Actions

Corneille Nangaa, head of the Alliance Fleuve Congo (AFC), which includes the M23, appealed to Congo’s soldiers in Uvira to stay put and await the rebels, promising their eventual “liberation.”

Conversely, M23 leader Bertrand Bisimwa affirmed the group’s commitment to ongoing peace negotiations in Doha, stating, “There are no solutions other than the negotiating table,” while indicating that defensive actions would persist.

Ongoing Displacement Crisis

Prior to this latest round of violence, the conflict in eastern Congo had already uprooted over 1.2 million individuals. The additional displacement of more than 200,000 families is further straining local communities and humanitarian efforts.

Call for Immediate Ceasefire

The International Contact Group has urged an immediate cessation of hostilities and a return to positions agreed upon in July. They have also demanded that Rwanda withdraw its forces from eastern Congo and that M23 cease all offensive actions.
