Dubai has introduced Circle Dubai, a major sustainability programme designed to divert all waste away from landfills by 2041. Revealed at the 2025 Asia-Pacific Cities Summit and Mayors’ Forum, the initiative reinforces the emirate’s drive to rank among the world’s cleanest and most sustainable cities.
Branded under the motto “Reduce...Reuse...Recycle...Together we make a difference,” Circle Dubai emphasises innovation, digital learning and active public participation. The effort aligns with the Dubai Integrated Waste Management Strategy 2041 and aims for full landfill diversion while increasing recycling rates for over half of the city’s waste stream.
The plan sets out a long-term roadmap that extends beyond 2041, reshaping how waste is produced, sorted and processed in the city. Priorities include preventing waste at source, achieving complete source segregation and upgrading collection and transport systems. Improved recycling approaches and conversion-to-energy technologies are expected to reduce landfill reliance and raise resource recovery levels.
Circle Dubai targets nine principal sectors — residential, commercial, industrial, tourism and education among them — to ensure sustainability measures are embedded across urban life. The programme is supported by 17 strategic projects and monitored through 26 performance indicators developed with private sector, academic and tourism partners.
A central element of the initiative is a digital education platform that delivers accessible, interactive sustainability content. The platform offers sector-specific resources to help residents and businesses adopt waste-reduction and sustainable living practices.
The Dubai Sustainability Ambassadors programme will further mobilise community leaders to run local outreach, promote zero-waste behaviour and champion neighbourhood-level change.
Through Circle Dubai, the Municipality aims not only to remove landfill disposal but to embed sustainable routines citywide. By combining smart tools, public awareness and coordinated action, Dubai is reinforcing its role as a model for environmentally responsible urban development and a commitment to a waste-free future.
