Dubai has launched the ‘Unified Medical Report for People of Determination’, a groundbreaking initiative aimed at enhancing medical evaluations and service access. The Dubai Health Authority (DHA) spearheads this project to establish a standardized approach for diagnosis and classification.
Operative within the ‘City Makers’ initiative, the ‘People of Determination Services Team’ collaborates with various governmental and community organizations to promote cohesive service delivery.
Key participants include the Dubai Health Authority, Community Development Authority (CDA), Dubai Police, Dubai Autism Centre, and the Dubai Club for People of Determination, all working in unison to facilitate effective services for individuals and families.
Creating a Consistent Medical Framework
The primary goal is to institute a reliable and uniform medical reporting system that enhances the diagnosis and classification of health conditions, thereby ensuring accurate and equitable assessments.
Integration through Digital Platforms
Backed by a sophisticated digital interface, the system integrates with NABIDH, Dubai's health information exchange network. This feature allows healthcare providers to securely and efficiently share patient information.
The medical reports conform to international standards, such as the ICD-10 classification, guaranteeing precision and uniformity on a global scale.
Simplifying the Process
The entire pathway is digitized, beginning with assessments at accredited health facilities. Following diagnosis, a standardized medical report is produced, culminating in the issuance of the SANAD card.
This digital approach significantly expedites the ability for People of Determination to avail themselves of various governmental and social services.

Dr. Atef Abdullateef Saleh from DHA noted that this project is set to refine the medical evaluation process, reduce assessment discrepancies, and elevate the overall customer experience.
In tandem, Maitha Al Shamsi from CDA remarked that the initiative is designed to simplify, expedite, and make services more inclusive, greatly improving the lives of People of Determination.
