HCMC Flood Control Initiative Aiming for 2026 Success

In Vietnam, Standing Deputy Prime Minister Pham Gia Tuc has pressed for immediate measures to tackle challenges hindering the Ho Chi Minh City tidal flood control initiative. During discussions with city officials and key ministries, he highlighted the necessity of executing and operationalizing the project by 2026.

Significant Project Aimed at Protecting Residents

This flood mitigation endeavor will address tidal flooding over an area of around 570 square kilometers in Ho Chi Minh City. Upon completion, it is expected to serve approximately 6.5 million citizens with a network of tidal gates and embankments constructed alongside the Saigon River.

Construction Approaches Completion

City officials report that the investor, Trung Nam Group, has accomplished over 93 percent of construction tasks. The structural work is largely finalized, while the mechanical systems, control tools, landscaping, and auxiliary infrastructure are currently in the last stages of development.

Payment Disputes Causing Delays

Officials have indicated that payment method disagreements and challenges in securing funding have impeded the project's final phases. These financial disputes have raised alarms regarding the feasibility of adhering to the intended completion timeline, despite significant construction advancements.

Legal Framework Affirmed by Ministries

Representatives from various ministries and governmental bodies concurred that there is a substantial legal framework supporting payments outlined in the Build-Transfer contract. They stressed the necessity for the city administration and the investor to finalize a payment strategy that aligns with legal standards and contractual obligations.

Investor Vows to Expedite Project Completion

The investor has confirmed that post-resolution of payment issues, the remaining tasks can be finalized swiftly, with the system potentially operational in 60 days. Furthermore, the company announced an extended warranty on construction spanning three years.

Government Insists on 2026 Timetable

At the meeting's conclusion, Deputy PM Pham Gia Tuc reiterated the necessity of finishing the project by 2026, in accordance with directives from Vietnam's leadership. He tasked the Ho Chi Minh City People's Committee to rapidly finalize the payment strategy to avert any further delays to the project's completion.
