The first round of high-level negotiations under the Islamabad Memorandum of Understanding (MoU) has concluded in Burgenstock, Switzerland, with representatives from Iran, the United States, Qatar, and Pakistan taking part in the discussions.
The meeting, known as the Lake Lucerne Summit, was held in a positive and constructive atmosphere. Participants reported encouraging progress and agreed to establish a mechanism for further technical negotiations aimed at advancing the diplomatic process.
As part of the agreements reached during the summit, the parties decided to create a High Level Committee that will oversee the mediation process and provide political guidance. Chief negotiators will regularly report to the committee and lead specialized working groups focused on nuclear issues, sanctions, monitoring, and dispute resolution to support the implementation of the MoU.

The High Level Committee also approved a roadmap designed to achieve a final agreement within the next 60 days. This decision paves the way for immediate technical talks to continue on key issues.
To prevent misunderstandings and reduce tensions, the parties agreed to establish a direct communication channel. The communication line will help avoid incidents and ensure the safe passage of commercial vessels through the Strait of Hormuz during the negotiation period.
In another important development, the participants agreed to create a de-confliction cell involving the parties, the Lebanese Republic, and the mediators. The mechanism is intended to support compliance with the termination of military operations in Lebanon, as outlined in the MoU.
Technical discussions on all major issues are expected to continue throughout the week at the Burgenstock resort.
Qatar and Pakistan, serving as mediators, reaffirmed their commitment to facilitating constructive dialogue and helping the parties reach a final agreement. Both countries also expressed appreciation to Iran and the United States for their continued commitment to diplomacy and a peaceful resolution of disputes.
The mediators further thanked friendly and partner nations for their support and contributions to the ongoing negotiation process.
